A.
The Relocation Policy, as set forth in this Chapter, is hereby ratified,
adopted and approved.
1.
Moving And Search Expenses. The City of Bel-Ridge will provide
relocation assistance as may be required to property owners whose
property it acquires and/or who are displaced as a result of redevelopment
projects in conformance with the following standards:
a.
Travel to the new location (within the St. Louis metropolitan
area).
b.
The transportation of household goods and effects to the new
location.
c.
Expenses involved in the acquisition of the new residence, such
as attorney's fees, real estate commissions, title fees and the
like.
d.
The City may reimburse such reasonable expenses upon receipt
of bona fide invoices from the property owner verifying payment of
each expense within thirty (30) days of the date the expense was incurred.
e.
For persons renting in the development project area who are displaced by the activities to be performed therein, the City may provide assistance in Subsections (A)(1)(a) and (b) above and in addition may pay, upon receipt of proper invoices as provided above, additional advance payments of rent and/or security deposits as required by landlords, such additional payment for each item not to exceed one and one-half (1 1/2) the applicant's present monthly rent and such additional payments in the aggregate not to exceed three (3) times the applicant's present monthly rent.

Additional Assistance.
a.
The City may provide such additional assistance as the City
shall determine is required under Federal or State law.
b.
Additionally, it is recognized that under certain extraordinary
circumstances, the total compensation paid for the property plus the
relocation assistance may not be adequate to provide suitable replacement
housing.
c.
Therefore, pursuant to procedure to be established by the Commission
prior to the adoption of any redevelopment project, the Commission
shall consider applications for extraordinary relocation grants or
loans of up to ten thousand dollars ($10,000.00) for the elderly and
infirm.
d.
Upon proof satisfactory to the Commission of attaining the age
of sixty (60) or more years and/or the existence of medical conditions
which impose a continuing hardship upon the resident making it more
difficult for the resident to find and occupy substitute living quarters,
the Commission shall be authorized to pay an additional amount of
up to ten thousand dollars ($10,000.00) per household to help defray
some of the additional costs and hardships imposed. Funding for this
program shall be established at the time each project is implemented.
B.
This Chapter shall apply to any plan, project or area for redevelopment under the operation of Chapter 99, Chapter 100 or Chapter 353 of the Revised Statutes of Missouri, as amended, which is hereafter filed for approval, approved or amended.
C.
The Sections of this Chapter shall be severable. If any Section of
this Chapter is found by a court of competent jurisdiction to be invalid,
the remaining Sections of this Chapter are valid, unless the court
finds the valid Sections of this Chapter are so essential and inseparably
connected with and dependent upon the void Section that it cannot
be presumed that the Board of Aldermen would have enacted the valid
Sections without the invalid ones or unless the court finds that the
valid Sections standing alone are incomplete and are incapable of
being executed in accordance with the legislative intent.
