Mobile home park developments shall comply with all applicable requirements of the Collier Township Code, including, without limitation, this Chapter 22, of Allegheny County, and of the Commonwealth of Pennsylvania. Where there is a conflict between the requirements of Part 12 and other parts of this chapter, the more-restrictive requirements shall govern.

1202.1. 
Mobile home parks shall meet the requirements provided in § 27-1906.37 of Chapter 27 (Zoning) of the Collier Township Code of Ordinances.
1202.2. 
Mobile home parks shall provide a continuous, compact evergreen hedge or line of evergreen trees that will grow together when mature and that are a minimum of six feet in height at the time of planting. The evergreen planting area shall cover an area at least six feet in depth along the rear and side property lines.
1202.3. 
All mobile homes shall be required to have skirting installed.
1202.4. 
All service and accessory buildings, including management offices, community centers, clubhouses, storage areas, laundry buildings and indoor recreation areas, shall be adequately constructed, ventilated and maintained so as to prevent decay, corrosion, termites and other destructive elements from causing deterioration. Service and accessory buildings shall be used only by the occupants of the mobile home park or their guests.
1202.5. 
No part of any mobile home park shall be used for nonresidential purposes, except uses required for the management and maintenance of the park.
1202.6. 
No central toilet or washroom facilities shall be constructed in any mobile home park.
1202.7. 
The drainage of all surface water shall be in compliance with the Collier Township Stormwater Management Ordinance. [Chapter 23].

1203.1. 
The mobile home park developer shall meet with the Township staff, prior to formal application, to discuss the plans and shall prepare a suitable sketch plan that is sufficient to give a general understanding of the proposed project. The Township staff shall inform the developer as to the general suitability of the plans and of any modifications required by these regulations.
1203.2. 
The developer shall prepare and submit a preliminary plan and supplementary material, in accordance with the requirements of this chapter.
1203.3. 
The preliminary plan shall be reviewed by the Planning Commission and Board of Commissioners in accordance with the review procedures applicable to a preliminary application for a major subdivision at §§ 22-403 and 22-405.

1204.1. 
Upon completion of any modifications and/or upon completion of required improvements or the posting of an acceptable surety, the developer may apply for final approval of the plans.
1204.2. 
The developer shall prepare and submit a final plan and supplementary material, in accordance with the requirements of this chapter.
1204.3. 
The final plan shall be reviewed by the Planning Commission and the Board of Commissioners in accordance with the review procedures applicable to a final application for a major subdivision found at §§ 22-406 and 22-408.
1204.4. 
Following approval by the Board of Commissioners, the developer shall record the plan in accordance with the requirements of this chapter.

1205.1. 
Individual Lots. The planning and location of individual lots shall be guided by the following requirements:
A. 
Each mobile home lot shall be improved to the specifications in the Township's Building Code.
B. 
The design of streets shall be in compliance with the Township Design Standards for Streets at § 22-904. Each lot shall be directly accessible from a private street improved to Township construction standards.
C. 
In addition to the requirements provided for in § 27-1906 of Chapter 27 (Zoning) of the Collier Township Code of Ordinances, the following are required:
(1) 
Each mobile home lot shall have a minimum lot width of 50 feet.
(2) 
Each lot shall have a number placed on the lot in accordance with the house number requirements at § 22-907.1I. Each number shall be arranged in such a way so that it is visible from the street on which the mobile home or lot is fronting.

1206.1. 
Mobile home stands shall be either concrete pads or piers. The piers shall be set at least 36 inches deep.
1206.2. 
The location of each mobile home stand shall be at such elevation, distance and angle in relation to the access street so that the removal of the mobile home is practical.
1206.3. 
The size of each mobile home stand shall be sufficient to accommodate the dimensions of the mobile home and any appurtenant structures or appendages.
1206.4. 
A one-percent to five-percent gradient longitudinal crown or cross-gradient for surface drainage shall be provided.
1206.5. 
Anchors, tie-downs, such as cast-in-place concrete "dead men," eyelets embedded in concrete, screw augers or arrowhead anchors, shall be placed at least at each corner of the mobile home stand, and each device shall be able to sustain a minimum load of 4,800 pounds.

1207.1. 
Automobile parking spaces, at a minimum size of 10 by 20 feet, shall be provided as to not interfere with normal movement of traffic.
1207.2. 
At least two paved off-street parking spaces shall be provided on each mobile home lot.

1208.1. 
For each proposed mobile home park, at least 5% of the land within the mobile home park shall be reserved or dedicated for recreational purposes in accordance with the standards set forth in § 22-808, Recreation Open Space.

1209.1. 
All electrical facilities shall be installed and inspected according to the standards set forth in the latest edition of the National Electrical Code and the local power company regulations.
