Words and phrases, when used in this Traffic Code, shall have the meanings ascribed to them in the Vehicle Code of the Commonwealth of Pennsylvania, as now in force or as hereinafter amended, enacted or re-enacted, except where the context clearly indicates a different meaning. In this Traffic Code, the singular includes the plural, the plural includes the singular, and the masculine includes the feminine and neuter genders.
BUILDING OPERATIONS
Any new structure or renovation or repairs to existing buildings.
OFFICIAL TRAFFIC EQUIPMENT
Includes all signs, signals, markings and devices not inconsistent with this Traffic Code placed or erected as herein provided by the proper authorities, including temporary warning signs erected for the purpose of guiding, directing, safeguarding, warning or regulating traffic.
PUBLIC EVENT
Any block party, political rally, religious function, ethnic exhibit, street fair or any similar event which would be attended by the general public.
STREET OR HIGHWAY
And includes alleys, and every way or place of whatever nature open to the use of the public as a matter of right, for purposes of vehicular travel in the City. The term "highway" does not include a roadway or driveway upon grounds owned by private persons or private institutions.
TRAFFIC
Includes pedestrians, all motorized vehicles, horse-drawn vehicles, ridden animals, buses and all other forms of vehicles while using any street or highway for the purpose of travel.
U-TURN
Making a change of direction by turning in a "U" on the street or by making a change of direction where it would involve turning into a street and backing out.
VEHICLE
Includes every device in, upon or by which any person or property is or may be transported or drawn upon a public highway, including tractors, agricultural machinery, ridden animals, horse-drawn vehicles and all other forms of vehicles.

The 1976 Vehicle Code of the Commonwealth of Pennsylvania as now in force or as hereinafter amended, enacted or re-enacted is hereby incorporated by reference as a part of this article.

The Mayor shall have the following power to regulate traffic and parking temporarily:
(a)ย 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations as required.
(b)ย 
In order to facilitate the installation of Municipal improvements, the Mayor may restrict or prohibit traffic and/or parking in limited areas as required for the duration of the project. Limited parking to facilitate Municipal improvements shall be posted at least 12 hours in advance.
Such temporary and emergency regulations shall be enforced by the Mayor and the Police Department in the same manner as permanent regulations. Any person who operates or parks a vehicle or tractor in violation of any such regulation, or who moves, removes, destroys, injures or defaces any sign or marking erected, posted or made to give notice of any such regulation, shall, upon conviction thereof, be liable to the penalty set forth in the law or in Section 501.99 for a violation of such nature, and, in case of a violation for which no specific penalty is set forth in the law or in Section 501.99, to a fine of not more than $10 and/or be imprisoned not more than five days.

(a)ย 
No person, lodge, society, group, association, local party or other organization of any kind shall use the parks, grounds, streets or sidewalks of the City of Lebanon for parades, gatherings, meetings, public events or demonstrations unless a permit is first obtained from the City Clerk of the City of Lebanon.
(b)ย 
Whenever the streets, highways, sidewalks, public thoroughfare or any public parks or public property of the City are desired to be used for purposes of a parade, public event or demonstration, the applicant shall apply in writing at least 30 days in advance to the City Clerk for a permit.
(c)ย 
The Mayor, or his or her designee, may designate places upon and along the streets in the City where specific traffic and/or public regulations, prohibitions and restrictions shall be in force and effect, and shall designate such locations by proper signs and markings.
(d)ย 
The Mayor, as a designated administrator, shall have the right to refuse to approve certain routes, may alter routes, specify locations and limit the size of any such parade, gathering, meeting, public event or demonstration and establish a period of time during which such event may be conducted.
(e)ย 
The Mayor shall have the right to reject any permit for a public demonstration or event if the applicant, or related party, has within the past two years been granted a permit for the same or similar causes, or if such a group has in the past obtained a permit and the demonstration or event sponsored by the applicant caused harm to the public generally and/or committed acts injurious to the public peace, safety and welfare. Such denial of a permit must be communicated in writing to the applicant within 10 days after the date of the receipt of the request by the City Clerk.
(f)ย 
The applicant for a permit must certify that no expense will be borne by the City of Lebanon in connection with the event or activity which will not be reimbursed by the applicant: Estimated expenses are to include, but not be limited to, police and fire protection, trash removal and emergency services which shall be estimated not less than 21 days prior to the event and a deposit equaling that amount shall be billed to the applicant by the City no later than 15 days prior to the event. Any additional expenses in connection with the event shall be fully reimbursed by the applicant. Any unused deposit monies will be returned to the applicant.
(g)ย 
Permit fee. A permit fee of $100 shall be paid to the City upon submission of the application for a permit. Should the event be cancelled for any reason, the fee shall be returned to the applicant. At the discretion of the Mayor, or a designated administrator, this fee may be waived for non-profit organizations located within the City or County of Lebanon which have a history of supporting eleemosynary or benevolent causes within the City and County of Lebanon.

Whenever any provision of this section is violated, whoever violates such provision shall be fined not more than $300, and costs of prosecution, and/or may be imprisoned for not more than five calendar days.

Any person or firm desiring to have a portion of a City street closed because of demolition operations or building operations shall apply for a permit from the Engineering Bureau. This permit is subject to the following conditions:
(a)ย 
The permit card shall be physically displayed on barricades at all points closed to traffic. The permit card shall state the period of time for which the permit is effective.
(b)ย 
The City Engineer is authorized to issue a permit to close a street for demolition or construction for a period of not more than five calendar days. If it is anticipated that the street will be closed for a longer period, Council must approve the permit.
(c)ย 
The City Engineer shall specify requirements to be met in closing the street at the site of the construction or demolition. These requirements shall include but are not limited to: size, number and placement of barricades for blocking motor vehicle traffic; safeguards for pedestrians; protections for adjacent property; proper clean-up after the job is completed; and proper installation of warning devices in the construction area.
Failure to comply with any of the above requirements shall constitute an offense. Whoever violates any of the provisions of this section shall be fined not more than $50 for each violation and/or be imprisoned for not more than five days, and have the permit revoked. Each day any of the requirements are not complied with shall constitute a separate offense.
Should any person close or partially close a street for construction or demolition operations without first acquiring a permit or should such street continue to be closed or partially closed after revocation or expiration of a permit, the person so doing shall, upon conviction, be fined $300 and/or be imprisoned for 30 days. Each day that a street is closed or partially closed without a permit shall constitute a separate offense.

The purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the City relative to traffic and parking.
The Mayor may, from time to time, designate places upon and along the streets of the City where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect, and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this section. No person shall operate or park a vehicle or tractor in violation of any such regulation, prohibition or restriction or made by authority of this section. Whoever violates any provision of this section shall be liable to the penalty set forth in the law or in Section 501.99 for a violation of such nature, and in case of a violation for which no specific penalty is set forth in the law or in Section 501.99 to a fine of not more than $25 and/or imprisonment for not more than five days.

The police officers of the City are hereby given authority to direct traffic on the streets of the City and at intersections thereof. The Bureau of Police shall enforce the provisions of this Traffic Code and the Pennsylvania Motor Vehicle Code.

Every person shall comply with any lawful order, signal or direction of a police officer.

Every person shall comply with the indications of all official traffic equipment, unless otherwise directed by a police officer.

(a)ย 
There is hereby established a Traffic Control Map which shall reflect by legend and proper designation the City's currently existing:
(1)ย 
Traffic control signals.
(2)ย 
Through streets and State routes.
(3)ย 
One-way streets.
(4)ย 
Stop intersections.
(5)ย 
Yield right-of-way intersections.
(6)ย 
Commercial and passenger loading zones.
(7)ย 
Prohibited and limited parking areas.
(8)ย 
Snow emergency routes.
(9)ย 
Left turn prohibited intersections.
(10)ย 
Stop (except right turn) intersections.
(11)ย 
Play streets.

(b)ย 
The Traffic Control Map is hereby adopted by reference and declared to be a part of this Traffic Code. The Map shall be prepared by the City Engineer's office and shall be maintained and amendments entered thereon by the Traffic Superintendent and/or the Bureau of Police.

(c)ย 
No changes of any nature shall be made on the Traffic Control Map except as authorized by ordinance by Council. Any unauthorized change of whatever kind by any person shall be considered as a violation of this section.
(d)ย 
This Traffic Control Map, together with such supporting documents as may be used to clarify actual conditions, shall have the same force of law as if the conditions and regulations thereon were set forth at length in this section. The proper posting of signs or installation of other traffic control devices shall be notice to motorists of an existing traffic regulation and shall require obedience thereto.

Amendments to the Traffic Control Map shall be made by ordinance of Council.

(a)ย 
A Traffic Safety Committee is hereby established and shall consist of the following:
(1)ย 
The Mayor, who shall be Chairman;
(2)ย 
The Chief of Police;
(3)ย 
A traffic specialist designated by the Mayor from the Department of Police or the Department of Public Works;
(4)ย 
The Director of Public Works-City Engineer.
(b)ย 
The Committee shall meet at the call of the Mayor.
(c)ย 
The Committee shall consider all aspects of traffic safety, flow, control and parking and shall make recommendations to Council for changes thereto.

Penalties for violations of the provisions of this article are hereby established as follows:

Fines and penalties for certain other specific violations are established within the section dealing with that violation.
For violations of this article where no specific penalty is provided, the violator shall be fined not more than $25 and costs of prosecution and/or be imprisoned not more than five days.
