No person shall operate any vehicle or tractor upon any highway
in the City that is under construction, resurfacing or repair in disregard
of any official sign, barricade or notice that the same is closed
to vehicular traffic.

(a)
The Mayor, or his/her designee, is hereby authorized to declare an
emergency to exist when any of the streets or highways or parts thereof
is covered with snow which, in his discretion, causes or will cause
a condition of serious traffic congestion (such emergency to be known
as a "snow emergency").
(b)
During any snow emergency, no vehicle shall be parked on any of the
following snow emergency routes:
(1)
Lehman Street, from Lincoln Avenue to North Fourteenth Street.
(2)
Cumberland Street, from Fifth Avenue to Sixteenth Street.
(3)
Walnut Street, from Fifth Avenue to Twelfth Street.
(4)
Orange Street, from Eighth Street to Cornwall Road.
(5)
Maple Street, from Ninth Street to Tenth Street.
(6)
Fifth Avenue, from Walnut Street to Cumberland Street.
(7)
Lincoln Avenue, from Walnut Street to Maple Street.
(8)
Eighth Street, from Maple Street to Orange Street.
(9)
Ninth Street, from Maple Street to Cornwall Road.
(10)
Tenth Street, from Maple Street to Quentin Road.
(11)
Quentin Road, from Cornwall Road to Duke Street.
(12)
Cornwall Road, from Quentin Road to Orange Street.
(13)
Twelfth Street, from Cumberland Street to Walnut Street.
(14)
Third Street, from Cumberland Street to Hathaway Park.
(c)
During any snow emergency, no vehicle shall be operated on any snow
emergency route without skid chains, winter-type mud or snow tires
or operative mechanical or electrical sanders or abrasive sanding
materials. For the purpose of this section, "winter-type mud and snow
tires" are defined as any new, recapped, retreaded or rebuilt tires
for rear wheels of motor vehicles, such tires having anti-skid patterns
impressed or cut into the tread surfaces to form bars, buttons or
blocks especially designed to give effective traction on snow-, mud-
or ice-covered streets.
(d)
Snow emergency routes shall be designated by appropriate signs bearing
the words "Snow Emergency Route."

(b)
The Mayor is hereby authorized to designate as play streets, whenever
he shall deem such action advisable and for whatever period of time
directed by him, any portion of any street in the City on which sledding
and coasting shall be permitted. Such streets shall be set apart for
that purpose under the direction of the Mayor.

No person shall operate any unlicensed minibike, trailbike,
snowmobile or go-cart upon any City street, parking lot or recreational
or park area, except where the City has designated trails for the
exclusive use of these vehicles.

The operator of any motor vehicle involved in an accident in
the City and required by law to report such accident to any department
or agency of the Commonwealth of Pennsylvania, or any other person
required to make such report, shall, at the time of making such report
to the Commonwealth, file a written report of such accident with the
City Police Department, which report may be a copy of the accident
report required to be filed with the Commonwealth of Pennsylvania.

(a)
Purpose. The purpose of this section is to establish regulations
regarding the use of mobile telephones in the City of Lebanon in order
to protect other drivers, passengers, pedestrians, and the general
populace.
(b)
Definitions. Unless the context specifically and clearly indicates
otherwise, the meaning of terms used in this section shall be as follows:
(1)
"Mobile Telephone" means, including but not limited to, cellular,
analog, wireless and digital hand held telephones.
(3)
"Park" means, for an automatic transmission vehicle, that the
vehicle is in the park gear; for a standard transmission vehicle that
the vehicle is in the neutral gear and the brake is being utilized
or is otherwise stationary.
(d)
Uses: restrictions.
(1)
No person shall operate a motor vehicle on any street or highway
while engaging in any conduct defined as the "Use" of a mobile telephone
unless the operator maintains both hands on the applicable steering
device.
(2)
Division (a) of this section does not apply to a person who
is using the mobile telephone:
(e)
Exceptions.
(1)
The provisions of this ordinance shall not apply to law enforcement
officers and operators of emergency vehicles when on duty and acting
in their official capacities.
(2)
The use of emergency 911 phone numbers shall not be prohibited
for any person operating a motor vehicle in the City of Lebanon.
(f)
Procedure upon violation. Anyone who shall violate the provisions
of this ordinance while operating his or her motor vehicle in the
City of Lebanon shall upon conviction hereof be sentenced to pay a
fine of not more than $75 and costs of suit.

(a)
The City of Lebanon, Lebanon County, Pennsylvania, finds as a fact
that the operation of an engine brake on a gasoline-powered or diesel-powered
motor vehicle not equipped with exhaust mufflers, or equipped with
defective or modified exhaust mufflers, so as to create excessive
noise though the use of said engine brake, adversely affects the public
health, safety and welfare of the residents of the City of Lebanon,
and therefore, is a nuisance.
(b)
No gasoline-powered or diesel-powered motor vehicles shall be operated
on the streets, roads, alleys or highways within the City of Lebanon,
utilizing, in said operation, an engine brake without exhaust mufflers
or with defective or modified exhaust mufflers permitting excessive
noise to be created by said motor vehicle.
(c)
This section shall not apply to emergency driving situations requiring
the utilization of an engine brake to protect the safety and property
of the residents of the City of Lebanon, other motor vehicle operators,
pedestrians and the operator and passengers of the motor vehicle involved
in said emergency situation.
(d)
Any person, firm, corporation or organization violating any of the
provisions of this ordinance shall, upon summary conviction before
a District Magistrate having jurisdiction, be sentenced to pay a fine
of not less than $100 and not more than $600 and costs of prosecution,
and in default of the payment thereof, shall be sentenced to undergo
imprisonment in the Lebanon County Jail for a period not to exceed
10 days.

Except as otherwise provided in this article, any person who
shall violate any section of this article shall, upon conviction before
any magistrate, alderman, or district justice, pay a fine of not more
than $25 and/or be imprisoned not more than five days.
