The Vehicle Code of the Commonwealth of Pennsylvania as now
in force or as hereinafter amended, enacted or re-enacted is hereby
incorporated by reference as a part of this article.

(a)
Effective August 5, 2002, no operator shall park any vehicle on any
such posted street or highway in the City of Lebanon between the hours
of 3:00 a.m. and 6:00 a.m. from January 1 to December 31; however,
this restriction shall not be enforced when the street or parts thereof
are covered with snow.
(b)
Effective August 5, 2002, no operator shall park any vehicle on any
such posted street or highway in the City of Lebanon between the hours
of 7:00 a.m. and 12:00 noon from January 1 to December 31; however,
this restriction shall not be enforced when the street or parts thereof
are covered with snow.

(a)
General rule. Except when necessary to avoid conflict with other
traffic or protect the safety of any person or vehicle or in compliance
with law or the direction of a police officer or official traffic
control device, no person shall:
(1)
Stop, stand or park a vehicle:
A.
On the roadway side of any vehicle stopped or parked at the
edge or curb of a street except that:
1.
A pedalcycle may be parked as provided in Section 3509(b)(2)
(relating to parking) of the Pennsylvania Vehicle Code.
B.
On a sidewalk, to include motorcycles, except that a pedalcycle
may be parked as provided in Section 3509(a)(2) of the Pennsylvania
Vehicle Code;
C.
Within an intersection;
D.
On a crosswalk;
E.
Alongside or opposite any street excavation or obstruction when
stopping, standing or parking would obstruct traffic;
F.
On any railroad tracks;
G.
In the area between roadways of a divided highway, including
crossovers;
H.
Upon any roadway for public vehicular traffic within a park,
or upon any pathway not designated for vehicle traffic;
I.
Upon any pathway not designated for motor vehicle traffic;
J.
Upon a roadway within a business or residence district when
it is practicable to stop, park or stand the vehicle off the roadway;
except when a vehicle becomes disabled, and it is impossible to avoid
stopping, it temporarily may be left in that position;
K.
Upon any street or highway for any purpose or length of time
other than for the expeditious unloading and delivery or pickup and
loading of materials in any place marked as a loading and/or unloading
zone; or
L.
At any place where official sign(s) prohibit stopping.
(2)
Stand or park a vehicle:
A.
In front of a public or private driveway or so close thereto
to constitute a traffic hazard;
B.
Within 15 feet of a fire hydrant;
C.
Within 20 feet of a crosswalk;
D.
Within 30 feet upon the approach to any flashing signal, stop
sign, yield sign or traffic control signal;
E.
Within 20 feet of the driveway entrance to any fire station
or, when properly sign-posted, on the side of a street opposite entrance
to any fire station within 75 feet of the entrance. Article 519 supersedes
this subsection;
F.
In a parking area within a park or publicly owned or controlled
parking lot unless the vehicle is within a parking space so designated
by lines upon the parking surface, or in any undesignated parking
areas within a park or parking lot.

G.
On any part of a roadway solely designated for vehicle traffic;
H.
On a highway within a business or residence district, other
than parallel, with the edge of the highway headed in the direction
of traffic, and with the curb side of the vehicle within 12 inches
of the edge of the highway or curb. Vehicle(s) which, because of type
or construction, cannot load or unload parallel to the curb shall
be exempt while loading or unloading only from the requirements of
standing parallel to the curb;
I.
Upon any street or highway less than 16 feet in width, provided
that commercial vehicles may park in streets of 16 feet in width for
a period of time not longer than necessary to load and unload. When
so parked, such commercial vehicles shall park as close as possible
to one side of the street of less than 16 feet in width in order to
let other vehicles pass;
J.
Upon any of the streets in one location for a period of time
exceeding the posted time limit, or in nonposted locations for a period
exceeding 48 hours;
K.
Upon any street or highway, in front of any parking meter, during
snow removal operations; or in front of any parking meters after a
snowfall of four inches or more; or, if parked, allow such vehicle
to remain so parked, in front of a parking meter, after a snowfall
of four inches or more, until the snow has been removed;
L.
Ordinarily used for the carrying and transporting for hire of
passengers, baggage or freight upon the streets in such areas zoned
to be residential when such vehicles are not actively engaged in the
purpose for which they are designed;
M.
Upon any street or sidewalk for the purpose of greasing, maintaining,
beautifying or repairing, except in case of emergency repairs;
N.
Upon any street or highway 30 feet in width so as to completely
obstruct the flow of traffic when such parked or stood vehicles are
commercial vehicles. Commercial vehicles may park in streets 30 feet
in width for a period of time not longer than necessary to load and
unload, and when so parked, such commercial vehicles shall park as
close as possible to one side of a street 30 feet in width in order
to let other vehicles pass; or
O.
At any place where official signs prohibit stopping or standing.
(3)
Park a vehicle.
A.
Within 50 feet of the nearest rail or railroad crossing; or
B.
At any place where official signs prohibit parking, including
designated parking spaces of City Fire Chiefs and the City Health
Officer.

C.
No vehicle required to bear a current registration plate or
certificate of inspection issued by the Commonwealth of Pennsylvania
or another Commonwealth or State of the United States, shall be parked
upon any street or highway unless the vehicle displays a currently
valid registration plate and certificate of inspection.

(b)
Vehicle on private property.
(1)
No person shall park or leave unattended a vehicle on private
property without the consent of the owner or other person in control
or possession of the property except in the case of emergency or disablement
of the vehicle, in which case the operator shall arrange for the removal
of the vehicle as soon as possible and shall immediately notify the
Police Department and/or the property owner and furnish operator and
vehicle information.
(2)
Penalty; waiver. Any person violating the provisions of vehicles
on private property of this article shall be fined not more than $50
and/or imprisoned not more than five days.
(c)
Waiver penalty. However, any person who has been issued a parking
violation ticket may discharge such obligation at the City Treasurer's
Office and voluntarily enter a plea of guilty by paying $15, within
48 hours from the time of issuance of the parking ticket.

(a)
Prohibition of parking. No person shall park any vehicle on any snow
emergency route during the designated snow emergency, and if any vehicle
is parked on such snow emergency routes, it shall be removed forthwith.

(a)
Parking spaces for use by handicapped persons shall be designated
on the Traffic Control Map of the City.
(b)
Applicable sections of the Vehicle Code of the Commonwealth of Pennsylvania
as now in force or as hereinafter amended, enacted or re-enacted are
hereby adopted.
(c)
No person shall park a vehicle on public or private property reserved
for a handicapped person or severely disabled veteran which property
has been so posted in accordance with departmental regulations.
(d)
Whoever parks any vehicle in any parking space in violation of this
section shall be subject to a fine of $200 and/or be imprisoned not
more than 10 days.
However, any person who has been issued a parking violation
ticket may discharge such obligation at the Office of Tax Collection
and voluntarily enter a plea of guilty and pay $200 within 20 days
from the time of issuance of the parking ticket.

(a)
Subsequent to the effective date of this section, any resident of
the City, after acquiring a handicapped or severely disabled veteran
license plate or placard from the State may make application to the
Traffic Superintendent for a parking space for the handicapped, providing
the resident or someone residing in the household owns a motor vehicle.
(b)
All applications shall be submitted to the Traffic Safety Committee
for final review. The Traffic Safety Committee may accept or reject
any application.
(c)
Any person who has been approved for a residential handicapped parking
space prior to the effective date of this article shall be exempt
from the foregoing paragraphs.
(d)
Approved applicants shall be required to pay a fee of $125 for the
materials and labor involved in the installation of the sign.
(1)
A fee of $125 shall be incurred. Such fee shall be paid to the
City to be placed in the proper account from which the cost was incurred.
This fee is imposed for the installation of the sign, loss or damage
to the sign or post and/or removal of same. This fee is not returnable
and in the event of misuse or transfer, the sign and post shall be
removed without notice.
(2)
It is understood that such space may be utilized by any vehicle
of the general public displaying a state-issued license plate or placard
for the handicapped or severely disabled veteran.
(e)
Approved applicants shall be required to file an annual certification
with the Director of Public Works on January 1 in order to verify
continuation of the handicap. Should the need for a parking space
for the handicapped cease to exist or should the annual verification
not be made, the sign and post may be removed without notice. An annual
renewal fee in the amount of $35 shall be payable to the City of Lebanon
upon filing of the annual certification in the Department of Public
Works.
If a sign is acquired prior to January 1 of the current year,
the renewal fee shall be reduced in the amount of $2 for each full
month the sign was not erected.
(f)
A fee of $70 shall be incurred when requesting to move the sign to
a different location in the City.
(g)
Any person violating the provisions of this section shall be fined
in accordance with the applicable sections of the Pennsylvania Vehicle
Code as now in force or as hereinafter amended, enacted or re-enacted.

Any police officer may remove or cause to be removed to a place
of safety or to a place of business of the operator of a wrecker or
to a nearby garage any unattended vehicle interfering with the normal
movement of traffic and/or when the vehicle is found to be in violation
of any provision of this article.

(a)
Purpose. It is the purpose of the Council of the City of Lebanon
to assist, when feasible, students of Harrisburg Area Community College-Lebanon
Campus with parking alternatives.
(b)
PARKING PERMIT
PERMIT PARKING DISTRICT
STUDENT
VEHICLE
Definitions. For the purpose of this section, the following terms
are defined as:
A parking permit authorized in accordance with this section.
An area designated for parking by students who have obtained
a permit.
A person enrolled full- or part-time at Harrisburg Area Community
College-Lebanon Campus for an academic term.
An automobile, motorcycle, or van or passenger utility vehicle
intended primarily for personal use and not exceeding 20 feet in length.
(d)
Issuance of parking permits to students.
(1)
Subject to the provisions of subparagraphs (2) and (3) of this
paragraph, the Department of Public Works shall issue to an applicant
who has submitted a permit fee of $40 and a completed permit application
one parking permit for the vehicle described in the application. Subject
to the provisions of subparagraphs (2) and (3) of this paragraph,
the Department of Public Works shall issue to an applicant who is
participating in a program that lasts for a period of time less than
a semester who has submitted a permit fee of $25 and a completed permit
application one parking permit for the vehicle described in the application.
The fee shall not be pro-rated for any portion of the semester.
(2)
A parking permit shall not be issued for a vehicle which does
not display a valid license plate and current registration.
(3)
The Department of Public Works shall not issue a parking permit
to any applicant when that applicant has three or more unpaid parking
violation fines until such fines are paid.
(4)
Parking permits shall be issued for a semester or for the duration
of a program that lasts for a period of time less than a semester
established by Harrisburg Area Community College-Lebanon Campus.
(e)
Transfer of parking permits.
(1)
Upon submission by the holder of a parking permit of a transfer
fee of $5 and a permit transfer application, the Department of Public
Works shall issue a new parking permit to the applicant for transfer
to a qualifying vehicle.
(2)
The transfer of a parking permit shall not affect its expiration
date.
(f)
Use of parking permits.
(1)
All parking permits shall only be displayed in the vehicle to
which it was issued in the manner prescribed by the Police Department.
(2)
A parking permit shall not guarantee or reserve a space within
a Permit Parking District. A parking permit shall not authorize the
stopping, standing, or parking of any vehicle in such places and during
such times as the stopping, standing, or parking is prohibited or
set aside for specific types of vehicles. A parking permit shall not
excuse the observance of any traffic regulation.
(3)
Whenever the holder of a parking permit, or the vehicle for
which the permit was issued no longer fulfills one or more of the
applicable provisions of this section, the holder shall surrender
the parking permit in the manner prescribed by the Department of Public
Works.
(4)
For the purposes of this section, the person to whom a parking
permit is issued shall be deemed its holder and shall be responsible
for the use or misuse of any parking permit issued to him or her.
(g)
Rules and regulations. The Department of Public Works shall promulgate
rules and regulations relating to their respective obligations to
implement and enforce the provisions of this section.
(h)
Parking prohibited in designated permit parking districts. No operator
shall park any vehicle in the designated permit parking district without
displaying a valid permit.
(i)
Penalty. Any person violating any provision of this section shall
be subject to revocation of his or her permit and, upon summary conviction,
be fined $20 for each violation together with the costs of prosecution.

(a)
Except as otherwise provided in this article, any person who has
been issued a parking violation ticket for violation of any provision
of this article shall be fined not more than $50 and/or imprisoned
not more than five days.
(b)
However, any person who has been issued a parking violation ticket
may discharge such obligation at the Office of Tax Collection and
voluntarily enter a plea of guilty by paying the specified amount
on the ticket within 20 days from the time of issuance of the parking
ticket. The specified fine for violation in areas regulated by a sign,
erected by the local authority, shall be $20; the fine for violation
in areas not regulated by a sign shall be $15.
