No car or train of any railroad running in or through the City shall be allowed to operate through the limits of the City at a faster rate of speed than 25 miles per hour.

No operator of any railway train or car shall operate the same in such a manner as to prevent the use of any street for purposes of travel for a period of time longer than five minutes.

Any person violating any of the provisions of this article shall be fined not less than $50 and not more than $1,000.
