No person shall fix, put up or erect upon the pavement, sidewalk, curb or gutter in front of or along any dwelling house, store or other building or premises, any signboard, bulletin board or any obstruction of any type whatsoever, which will interfere with the complete and full use, at all times for the public, of such pavement, sidewalk, curb and gutter.

No person shall erect or maintain any barbed wire on or along any street or alley or property line or within five feet thereof unless it is at least six feet from the ground and used as the top of a fence and so erected that the barbs do not extend within three inches of the outer line of such fence.

No person shall post signs, advertisements, cards, posters or anything of like character upon light and traffic standards, utility poles, parking meters and trees, located along the streets and highways, or in public parks in the City.

(a) 
All lot owners or occupants of property abutting any sidewalk and curb cut, shall remove snow, ice and any other obstructions therefrom within 24 hours after the cessation of a snowfall or a rain or ice storm.
(b) 
Lot owners or occupants of property shall be deemed to have complied with the provisions of this section if they have cleared a path three feet in width, running the entire length of the sidewalk and that portion of the curb cut which is considered part of the sidewalk within the required time period.
(c) 
The snow cleared from the sidewalk and/or parking area shall not be deposited into the plowed traveled portion of the street.
(d) 
Persons using snow plows shall plow the snow onto private property as distinguished from public streets and thoroughfares.

(a) 
Any person violating any of the provisions of this article where another penalty is otherwise provided shall be fined not less than $25 nor more than $300 for each offense, and/or imprisoned not more than 30 days.
(b) 
Any person violating the provisions of Section 729.04(d) shall be fined not less than $50 nor more than $300 for each offense, and/or imprisoned not more than 30 days.
