It is the purpose of this article to prohibit discrimination in housing against individuals by reason of their race, color, religious creed, ancestry, handicap or familial status.

(a) 
As used in this article, the following conditions shall apply:
DWELLING
Any building, structure or portion thereof which is occupied as, or designed or intended for occupancy as a residence by one or more families, and any vacant land which is offered for sale or lease for the construction or location thereon of any such building, structure or portion thereof.
FAMILIAL STATUS
Families with children.
PERSON
Includes one or more individuals, corporations, partnerships, associations, labor organizations, legal representatives, mutual companies, joint stock companies, trusts, unincorporated organizations, trustees, trustees-in-bankruptcy, receivers and fiduciaries.
UNLAWFUL DISCRIMINATORY HOUSING PRACTICE
An act that is unlawful under Section 755.03.

It shall be unlawful discriminatory practice for any person to:
(a) 
Refuse to sell, lease, finance or otherwise deny or withhold any dwelling from any person because of race, religion, sex, national origin, handicap or familial status;
(b) 
Discriminate against any person in the terms or conditions of selling or leasing any dwelling or in furnishing facilities, services or privileges in connection with the ownership, occupancy or use of any dwelling because of race, religion, sex, national origin, handicap or familial status;
(c) 
Discriminate against any person in the terms or conditions of any loan of money, whether or not secured by mortgage or otherwise, for the acquisition, construction, rehabilitation, repair or maintenance of any dwelling because of race, religion, sex, national origin, handicap or familial status; or
(d) 
Print, publish or circulate any statement or advertisement relating to the sale, lease or acquisition of any dwelling or the loan of money, whether or not secured by mortgage or otherwise for the acquisition, construction, rehabilitation, repair or maintenance of any dwelling which indicates any preference, limitation, specification or discrimination based on race, religion, sex, national origin, handicap or familial status.

The City shall assist all persons who feel they have been discriminated against because of race, color, religion, ancestry, sex, national origin, handicap or disability or familial status to seek equity under Federal and State laws by filing a complaint with the Pennsylvania Human Relations Commission and the U.S. Department of Housing and Urban Development, under Title VIII of the Civil Rights Act of 1968, as amended.
