As used in this article certain terms are defined as follows:
APPLICANT
Any person, firm, association or corporation applying for and to whom a permit to drill or who has a drilled well may be issued.
BACKFLOW PREVENTION
A device, approved by the Bureau of Water installed on the applicant's water system to prevent any possible flow back into the City's water system.
CROSS-CONNECTION
Any physical connection or arrangement between two otherwise separate piping systems, one of which contains potable water and the other water of unknown or questionable safety, whereby there may be a flow from one system to the other, the directions depending on the pressure differential between the two systems.
WELL
A pit or hole sunk into the earth to reach a supply of water.

(a) 
No person shall drill or cause to be drilled a well within the City, without first obtaining a permit therefor.
(b) 
All property owners who have a well on their property at the final passage of this section shall have 90 days to register and record the proper information.

(a) 
Application for a well permit shall be made to the Bureau of Water. Each application shall be accompanied by plans showing the location of the proposed well and shall indicate the size, depth and quantity of the proposed well.
(b) 
Registration of all existing wells in the City shall be made with the Bureau. Such registration shall include the following information: location, size, depth and quantity of the well. In the event of a change in status of an existing well, notice of change shall be made to the Bureau.

The applicant prior to issuance of the permit shall pay a fee of $5. There shall be no charge for registration of a well which existed prior to the date of final passage of this section.

(a) 
Cross-connections shall be prohibited.
(b) 
A cross-connection shall be considered broken if a minimum air gauge of two pipe diameters of the water supply pipe is provided between the public water and any unapproved supply.

A ground water source or pump suction line shall not be located closer to potential sources of contamination than the distance indicated in Section P-1704.2 of the BOCA Basic Plumbing Code.

Any property with both a well supply and a public water supply shall have a backflow preventer installed on the public water supply system.

All construction, plumbing, piping, etc. shall comply to all regulations of the Bureau of Water and all City Building, Plumbing, and Electrical Codes.

Whoever violates any of the provisions of this article shall be fined not less than $300 and/or imprisoned not more than 90 days.
