The certified Sewage Enforcement Officer employed by the County Planning Department is hereby appointed, authorized and directed to:
(a) 
Administer and enforce the provisions of the "Sewage Facilities Act" (Act 208), and all standards applicable thereto, in compliance with the procedure outlined in Sections 7 and 8 of Act 208;
(b) 
Collect reasonable fees for work performed, in accord with the fee schedule and permit procedure established by the Municipality;
(c) 
Make such inspections and tests as may be necessary to carry out the provisions of Act 208, and enter upon lands for such inspection purposes;
(d) 
With the prior approval of the governing body, initiate legal actions where necessary to restrain, abate or correct violations of Act 208.
