(a) 
Purpose. The purpose of this section shall be to provide procedures for recovering expenses incurred by the City where materials and tools are used by the Bureau of Fire for assistance at various rescues, vehicular and other accidents.
(b) 
Recovery authorization and procedure. The City hereby empowers the Independent Fire Company located at 712 Maple Street, Lebanon, Pennsylvania, a designated company of the City of Lebanon Bureau of Fire, to recover from any person, corporation, partnership, individual or entity the reasonable expenses of materials used for fluid control; hazardous material abatement when the Lebanon County Emergency Management Agency Hazardous Materials Team does not respond; and tools or equipment used for safety and rescue incidents or operations, including but not limited to, vehicular accidents.
(1) 
Said reasonable expenses as outlined above may be recovered directly by the Independent Fire Company through the City with the consent of the Mayor or by agreement with a third party billing service as an authorized agent for the collection of said reasonable expenses.
(2) 
In addition to the aforementioned reasonable expenses, the Independent Fire Company, the City of Lebanon, or authorized third party billing service shall be authorized to collect reasonable interest, as well as a reasonable administrative fee, for collecting same and any and all additional fees as may be authorized by the Hazardous Material and Emergency Planning and Response Act or authorized by any other statute, case law or common law.
(3) 
An annual report regarding billing activities and income shall be provided to the City of Lebanon by the Independent Fire Company. The report shall be provided to the City of Lebanon by January 31 and cover the previous calendar year.
