Minimum standards required. No owner, operator or other person shall occupy or let to another person any rooming house or rooming unit which does not comply with the following minimum standards for rooming houses, and no rooming house or rooming unit or any premises containing such areas shall fail to comply with the following minimum standards for rooming houses.
Compliance with other minimum standards. Every rooming house and every rooming unit shall be in compliance with the minimum standards set forth by Article Three, Four, Five, Six and Seven of the BOCA Basic Property Maintenance Code and the responsibilities of an owner or operator and occupant of a rooming house as set forth in Article Eight of the BOCA Basic Property Maintenance Code.

The operator of every rooming house shall be responsible for the maintenance of all supplied bedding in a clean and sanitary manner, and all bed linen and towels shall be changed at least once each week and prior to the letting of any room to any occupant.

No person shall operate a rooming house/boarding house or shall let to another for occupancy any sleeping unit in any rooming house/boarding house, unless he first applies for and receives a nontransferable permit to operate such rooming house/boarding house. Such permit shall be renewed prior to March 1 of each year. The annual fee of such permit shall be $75.

Whenever, upon the inspection of any rooming house, the enforcement officer finds conditions or practices in violation of this Housing Code, notice in writing of such violation shall be given to the operator of such rooming house that, unless such conditions and/or practices are corrected within the time specified for compliance, the operator's permit shall be suspended. At the close of this period of time, if such violations still are not corrected, the operator's permit shall be revoked. The operator may request and be granted a hearing, on any violations, before the Board of Appeal under the provisions of the Housing Code, PM-110.0.

Any person violating any of the provisions of Section 1903.03 shall be fined not less than $50 and not more than $1,000 and/or imprisoned not more than 90 days.
