This Chapter shall be known and cited as "Swimming Pools."

As used in this Chapter, the following words shall have the
meaning ascribed to them:
SWIMMING POOL
A pool or tank, especially an artificial pool or tank, wading
pool, hot tub or spray pool intended and adapted for swimming and/or
held out as a swimming pool.

All swimming pools thirty (30) feet in length shall be provided
with a pole at least fifteen (15) feet, equipped with a knobbed life
hook, and lifeline anchors at the transition point (where shallow
and deep water meet).

Between October 1 and April 30, all outdoor pools which are
unheated shall be drained and maintained in a clean condition or covered
with a pool cover which is capable of supporting a person weighing
one hundred ninety (190) pounds. Pool covers shall be maintained so
that no water in excess of twelve (12) inches shall be allowed to
accumulate thereon.

All swimming pools shall be equipped with one (1) or more throwing
ring buoys not more than fifteen (15) inches in diameter and having
sixty (60) feet of three-sixteenth-inch manila line attached.

No current-carrying electrical conductors shall pass over or
under a swimming pool or within ten (10) feet of such pools.

Every swimming pool shall be completely surrounded by a fence
not less than six (6) feet in height, which shall be so constructed
as not to have openings, holes or gaps larger than four (4) inches
in any dimension except for doors and gates, and no more than twelve
(12) feet from the perimeter of any side of the pool. No fence for
a pool will be used as a boundary fence between lots. A dwelling house
or accessory building may be used as part of such enclosure. Such
fences shall not conflict with any other ordinance of the City, and
shall be constructed of such materials and in such manner as may be
satisfactory to the Building Commissioner.

All gates or doors opening through a fence shall be equipped
with a self-closing and self-latching device placed at the top of
the gate or door for keeping the door or gate securely closed at all
times when not in actual use. Such doors or gates shall be securely
locked with a padlock or other locking device when the pool is not
in use or left unattended.

All metal fences, enclosures or railings near or adjacent to
swimming pools which might become electrically alive as a result of
broken overhead conductors or from any other cause shall be effectively
grounded.
