Except as otherwise specifically provided in this article, the provisions of Chapters 340 through 348 and Chapter 350, and § 23.33, Wis. Stats., and § Trans 305, Wis. Adm. Code, describing and defining regulations with respect to vehicles and traffic, exclusive of any regulations for which the statutory penalty is imprisonment, are hereby adopted and by reference made a part of this article as if fully set forth herein. Any act required to be performed or prohibited by any statute or rule incorporated herein by reference is required or prohibited by this article. Any future amendments, revisions, renumbering or modifications of the statutes and rules incorporated herein are intended to be made a part of this article in order to secure uniform statewide regulation of traffic in the state.
A. 
Citation. Uniform traffic citations specified in § 345.11, Wis. Stats., shall be issued for traffic violations, except parking violations.
B. 
Deposit. Deposits for violations of traffic regulations shall be determined in accordance with the deposit schedule established by the Wisconsin Judicial Conference.
The penalty for violation of any provision of this article shall be a forfeiture as hereinafter provided, together with costs of prosecution.
A. 
State forfeiture statutes. Forfeitures for violation of sections adopted from Chapters 340 through 348 and Chapter 350, Wis. Stats., shall conform to the forfeiture permitted to be imposed for violation of the statutes adopted by reference, including any variations or increases for subsequent offenses.
B. 
Local regulations. Where no other penalty is specified by state forfeiture statutes, the penalty for violation of any such provision of this article shall be as provided in § 1-19 of this Code.
A. 
Park and recreational areas. In accordance with the authority granted by § 346.57(4)(i), Wis. Stats., and § 349.11(1), Wis. Stats., the speed limit on all streets within the following public park and recreational areas shall be 15 miles per hour at all times when children are playing within or going to or from said parks or areas:
(1) 
Lakeside Park and the adjoining and adjacent portions of South Ferry Drive.
(2) 
East Pine Street/Birch Street: a distance of 508 feet east, more or less, extending southerly on Birch Street to the Prospect Street intersection (both sides of the street).
(3) 
Those portions of Fargo Street, Franklin Street, and Owen Street which are adjacent to Memorial Park shall have a speed limit of 15 miles per hour at all times when children are playing within or going to or from Memorial Park.

B. 
Outlying areas. In accordance with the authority granted by §§ 349.11(3)(c) and 346.57(4)(e) and (f), Wis. Stats., the speed limit on East Lake Street shall be 25 miles per hour beginning at Ashland Avenue continuing easterly on East Lake Street to Wakeman Drive; and the speed limit on East Lake Street from Wakeman Road to Harvey Road shall remain as already posted.

School bus operators shall use flashing red warning lights in a residence or business district when pupils or other authorized passengers are to be loaded or unloaded at a location at which there are no traffic signals and such person must cross the street or highway before being loaded or after being unloaded.

A. 
"Neighborhood Electric Vehicle" (NEV) means a motor vehicle that is propelled by electric power and that conforms to the definition and requirements for low-speed vehicles as adopted in the federal motor vehicle safety standards for low-speed vehicles under 49 CFR 571.3(b) and 571.500. Neighborhood electric vehicle does not include a golf cart.
B. 
An NEV shall be operated by licensed drivers only and in accordance with this article, which incorporates the state traffic laws under § 615-1.
C. 
Subject to Subsection D, NEVs may be operated only within the highway jurisdiction of the City and only on a roadway for which the speed limit is 35 miles per hour or less.
D. 
On connecting STH 89, NEVs may be operated only from points north of its intersection with CTH A and only from points south of its intersection with Pine Street. All operation of NEVs on STH 89 that lie outside these jurisdictional limits at CTH A and Pine Street is prohibited.
E. 
Any person who shall violate any provision of this section may be subject to the penalty provisions of § 615-3.

A. 
Golf cart crossings are designated and marked with official signs at the locations where cart paths have been approved by the City and constructed at specific locations where the cart paths intersect with Sandy Beach Road, Pinnacle Drive, Forest View Court and Country View Lane.
B. 
All golf carts shall stop and yield the right-of-way to all vehicles approaching on the street before entering and crossing the street at the golf cart crossing.
C. 
Golf carts are prohibited from crossing streets in and near the golf course at locations other than the designated and officially marked golf cart crossing.
