The following rules and regulations are hereby adopted for the use and protection of the playground and occupants thereof:
1. 
The use of bicycles is prohibited.
2. 
The playing of golf or any professional game or sport is prohibited.
3. 
Dogs shall not be permitted in or on the playground, either with or without leash, and both the attendant and/or the owner may be held responsible for violation of this paragraph, except for Borough sponsored activities.
4. 
The swimming pools shall be in operation from Monday through Friday from 12:00 p.m. to 6:00 p.m. and on Saturday and Sunday from 1:00 p.m. to 5:00 p.m. The playground and play area shall be in operation from Monday through Friday from 10:00 a.m. to 6:00 p.m. and on Saturday and Sunday from 10:00 a.m. to 5:00 p.m. No person or persons shall enter or use the swimming pools or the playground, play area or any building or buildings used in connection therewith except during the hours of operation as herein set forth.
5. 
No part or parts of the playground or play area shall be used as a thoroughfare for the use of vehicles of any kind, animals or pedestrians.
6. 
No person or persons shall remove any equipment or furnishings whatsoever from the playground, swimming pools or other buildings used in connection therewith, or from their usual or accustomed place or places, or damage or deface the same; and no person shall damage or deface any trees, plants, bushes, shrubbery, lights or other property in or upon the playground or used in connection therewith.
7. 
No person or persons shall commit a breach of the peace, be guilty of vagrancy, riotous or disorderly conduct; engage in fighting, assault, quarreling, or inciting others to fight, assault or quarrel, or engage in any other unlawful act tending to imperil or endanger the safety of the occupants of the playground, or to damage the property or equipment thereof.
8. 
No person or persons shall use publicly profane, blasphemous, or indecent language, or commit open lewdness or any act of public indecency, or make any indecent exposure of the person; nor shall any person or persons be found in a state of intoxication or drunkenness, or consume or possess upon the playground any beer, wines or intoxicating liquors.
9. 
No person or persons under the influence of intoxicating liquors shall be permitted in or upon the playground nor shall any person or persons deposit or bring upon the playground any refuse or other matter, other than such as result from the regular and accustomed usage of a playground.
10. 
No person or persons shall make wilfully or cause to make any loud, boisterous, or unseemly noise or disturbance to the annoyance of the peaceful occupants of the playground and the residents nearby.
11. 
The Council of the Borough of Stroudsburg aforesaid may from time to time change the hours of the operation of said playground other than those hereinbefore mentioned, in which event such hours thus determined shall fix the time after which the provisions of this ordinance shall apply; or the said Council may permit the usage of the playground on certain occasions, the usage of which is herein prohibited, but such usage shall apply only for the time designated and after which the provisions of this ordinance shall be effective.

Any person, firm or corporation who shall violate any provision of this Part 1 shall, upon conviction thereof, be sentenced to pay a fine of not more than $300, together with costs of prosecution, or to imprisonment for a term not to exceed 30 days.
