No barbershop or beauty parlor shall be operated without a license first having been obtained from the Board.
Every person operating or conducting a barbershop or beauty parlor in the Borough and every person employed therein shall at all times comply with laws and regulations governing sanitary conditions in barbershops, barber schools, barber colleges, beauty parlors and beauty schools.
A.
The premises in which said barbershop or beauty parlor is maintained shall be kept in a clean condition;
B.
All mugs, brushes, scissors, razors, combs, tweezers and clippers shall be sterilized or disinfected before being used and after each use upon any customer;
C.
All nondisposable, nonelectric razors used for shaving must be heat sterilized before each use;
D.
Every such shop or parlor shall be provided with running hot and cold water;
E.
Clean towels and fresh neckbands shall be provided for each customer; and
F.
Every operator, employee or any person actually engaged in waiting or servicing a customer shall thoroughly cleanse his or her hands immediately before serving such customer.
No person shall be served in any barbershop or beauty parlor if such person shows visible evidence that he is infected with ringworm of the scalp or any other communicable disease.
The use of previously used styptic pencils is prohibited.
The use of powder puffs or sponges except for individual use is prohibited.
No person, firm or corporation shall operate for commercial or noncommercial purposes a facility for body tattooing or body piercing, exclusive of ear piercing.
No person, firm or corporation shall operate for commercial purposes a facility employing ultraviolet lamps for the express purpose of producing a tan.
