This chapter has been prepared in accordance with the provisions of 30-A M.R.S.A. §§ 4401 to 4408 and all amendments thereto.
A. 
Whenever a subdivision of three or more lots is proposed for a parcel or assembly of parcels of land, and before any contract or offer for the conveyance of the proposed development or any portion thereof shall have been made, and before any plat of subdivision into three or more lots shall have been recorded by the Registry of Deeds, and before any permit for the erection of a structure within such development shall be issued, and before any improvements, including the installation of roads or utilities, shall be undertaken, and before the sale of a third lot shall have been made from a parcel for which a subdivision plat has not been approved, the developer or his authorized agent shall obtain the endorsement of the Planning Board for final approval of such development. All development shall be executed in strict conformance with approved plans.
B. 
The Planning Board of the Town of Casco shall administer this chapter. Administrative provisions pertaining to Planning Board membership, meeting dates, rules of order, and other procedures are contained in the Casco Planning Board regulations, which the Planning Board is authorized to amend from time to time; provided, further, that the appendices attached hereto may also be amended from time to time by the Planning Board. A majority vote of those present and voting shall be required for the passage or denial of any motion before the Planning Board.
C. 
The provisions of this chapter shall pertain to all land within the boundaries of the Town.
D. 
As to any intended development, the subdivider shall adhere to the following procedures:
(1) 
Applicants shall submit to the Planning Board a sketch plan for an informal preapplication discussion.
(2) 
Applicants proposing a minor subdivision as defined herein shall submit to the Planning Board a final plan.
(3) 
Applicants proposing a major subdivision as defined herein shall submit to the Planning Board a preliminary plan and, upon preliminary plan approval, a final plan.
(4) 
Applicants proposing an amendment to a previously approved plan shall comply with the procedures in Article 7.
