Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIII (§ 198-57), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

A. 
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§ 198-58), attached to and made a part of this Chapter.
B. 
No person shall park a vehicle at any time within any of the parking lots of the following facilities of Lower Moreland Township unless either such person has special permission from Lower Moreland Township or the person is utilizing the facilities at that location:
(1) 
Valley Center Park – 445 Red Lion Road.
(2) 
Lower Moreland Park – 3660 Warfield Drive (parking lots with frontage on Wheatsheaf Road and Warfield Drive).
(3) 
Ridgway Park – 160 Manor Drive.
(4) 
Elkins Field – 2200 Huntingdon Pike.
(5) 
Township complex (administration, police, firehouse) – 640 Red Lion Road.
(6) 
Library complex (library, gym, youth center) – 625 Red Lion Road.
C. 
No person shall park or leave an unattended vehicle within or upon the following private properties, unless permission has been granted by the private property owner or the person is utilizing the facilities at that location:

(1)

A. 
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 198-59A), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
B. 
Wintertime parking. Parking is permitted by any vehicle, which by way of definition includes an automobile, truck, tractor or any other motor-driven mechanism commonly used upon the public street and shall further include any trailer or other unit which can be attached to or affixed to any such motor-driven mechanism, on any of the streets described in Schedule XV (§ 198-59B), attached to and made part of this chapter.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVI (§ 198-60), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XVII (§ 198-61), attached to and made a part of this chapter, except as specifically provided for such zone.

No person shall stop, stand or park a vehicle on the roadway side of any vehicle stopped or parked at the edge or curb of a street.

No person shall stand or park a vehicle in front of a public or private driveway.

No person shall stand or park any vehicle on the roadway, whether attended or unattended, that interferes with the free passage of other vehicles unless the vehicle is disabled.

All vehicles standing or parked upon a two-way highway shall be positioned parallel to and with the right-hand wheel within 12 inches of the right-hand curb or as close as practical to the right edge of the right-hand shoulder.

No person shall stand or park a vehicle within 15 feet of a fire hydrant.

No person shall stand or park a vehicle within an intersection, within 20 feet of a crosswalk at an intersection or within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the side of a roadway.

No person shall park a vehicle within 50 feet of the nearest rail of a railroad crossing.

The parking of commercial motor vehicles weighing 9,000 pounds or greater, truck tractors, trailers, house trailers, house coaches, motor homes, buses, and boats is hereby prohibited on Township-owned streets except during periods of actual loading or unloading. The terms in this section are used as defined by the Pennsylvania Vehicle Code except that:
A. 
The weight limits used to characterize commercial motor vehicles in the Pennsylvania Vehicle Code shall be amended in this section so that the term "commercial motor vehicle" applies to motor vehicles with a gross vehicle weight, gross combination weight rating, or gross combination weight of 9,000 pounds or greater. The remainder of the Pennsylvania Vehicle Code definition for commercial motor vehicle shall remain intact.
B. 
The term "boat," which is not defined by the Pennsylvania Vehicle Code, shall be understood to mean any device used on the water or ice or which is capable of being used as a means of transport on water or ice.

Any person who violates any provision of this article shall, upon conviction, be sentenced to pay a fine of not more than $25 and costs; and in default of such payment of fine and costs, to imprisonment for not more than five days; provided, however, that it shall be the duty of the police officers to report to the Chief of Police all violations of any provision of this article, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this article. The notice shall contain instructions to the owner or driver of the vehicle that he will report to the Lower Moreland Township Police Department, located at 640 Red Lion Road, Huntingdon Valley, Pennsylvania 19006, telephone number 215-947-3132, and pay the sum of $25 within four calendar days after the time of notice, or that he will place the sum of $25 by check or money order in the supplied envelope postmarked before the four calendar days expire. Each and every day in which any person, firm or corporation shall be in violation of this chapter shall constitute a separate offense.
