(a) 
Establishment. The City hereby establishes a parking lot on premises situate on the northeast corner of Eighth and Spring Streets in the City, fronting 88 feet more or less on the east side of Eighth Street and extending along the north side of Spring Street 201 feet more or less.
(b) 
Time limit. Parking along the south side of the parking lot is limited to periods not in excess of 10 hours during each day and night of the week.

(a) 
Establishment. A parking lot operated by the City is hereby established on premises situate on the southeast corner of South Liberty and Walton Streets in the City, fronting 202 feet more or less on the east side of South Liberty Street and extending along the south side of Walton Street 262 feet more or less.
(b) 
Time limit. Parking is hereby limited to periods not in excess of 10 hours in any of the parking spaces provided.

(a) 
Ninth-Cumberland Lot (southeast corner). A parking lot owned by the City of Lebanon is hereby established on the southeast corner of Ninth and Cumberland Streets. Free parking is hereby limited to periods not in excess of two hours in any of the parking spaces provided from 9:00 a.m. to 5:00 p.m., Monday through Saturday.
(b) 
Seventh-Willow Lot. A parking lot owned by the City is hereby established on the southwest corner of Seventh and Willow Streets. Free parking is hereby limited to periods not in excess of two hours in any of the parking spaces provided from 9:00 a.m. to 5:00 p.m., Monday through Saturday.
(c) 
Fines and penalties. Any person violating the provision of parking on the aforementioned parking lots shall be fined not more than $50 and/or be imprisoned not more than five days.
However, any person who has been issued a parking ticket for violation of any of the provisions of this section may discharge such obligation upon appearance at the Finance Office and voluntarily enter a plea of guilty to such violation and pay $15 within 20 days from the time of issuance of the parking ticket.

(a) 
For the purpose of this article:
OPERATOR
And includes every individual who shall operate a vehicle as the owner thereof, or as the agent, employee or permittee of the owner, or is in actual physical control of a vehicle.
PARK or PARKING
The standing of a vehicle, whether occupied or not.
PARKING METER
And includes any mechanical device or meter not inconsistent with this article placed or erected for the regulation of parking by authority of this article. Each parking meter installed shall indicate by proper legend the legal parking time established by the City, and when operated shall at all times indicate the balance of legal parking time, and at the expiration of such period shall indicate illegal or overtime parking.
PARKING METER SPACE
Any space adjacent to a parking meter and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the surface of the lot adjacent to or adjoining the parking meters.
PERSON
And includes any individual, firm, copartnership, association or corporation.
VEHICLE
Any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks.

At each parking space a meter shall be installed. All parking spaces shall be plainly marked with lines. Every vehicle parked in any space shall be entirely within the lines of the designated parking space, with the front end of such parked vehicle at or immediately adjacent to the meter controlling such parking space. Each meter so placed shall show, or display by a signal, that the parking space controlled by such meter is or is not legally operated. Each meter shall indicate by a proper legend the established legal parking time and when in operation shall also indicate, on or by its dial or pointer, the duration of the period of legal parking and any illegal or over parking.

No person shall operate, or cause, allow, permit or suffer any vehicle registered in the name of, or operated by, such person to be parked overtime or beyond the period of legal parking time established, as above established.

(a) 
In all municipal lots, except as hereinafter provided in other subsections hereof, the operator of any vehicle shall, upon entering the designated parking space, immediately deposit, as designated on the parking meter, the proper legal coin or coins of the United States into the parking meter controlling such parking space, and shall, after depositing the requisite coins as aforesaid, pull or turn the lever so provided. Upon the deposit of such coin or coins and placing the meter in operation, such parking space may be lawfully occupied by any vehicle during the period of parking time as indicated on the parking meter.
(b) 
In all municipal parking meter lots, the operator of any vehicle shall, upon entering the designated parking space, immediately deposit a legal coin or coins to receive the indicated time:
(1) 
First hour: $0.50.
(2) 
Second hour: $0.50.
(3) 
Third through sixth hour: $0.50.
(4) 
Seventh through tenth hour: $0.50.

The coins required to be deposited in the meters are hereby levied and assessed as fees to provide for off-street parking and to provide for the proper regulation and control of traffic in the City, including the costs of supervising and regulating the parking of vehicles in the spaces herein provided and the costs of the purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of parking meters and shall be collected periodically as required and deposited in the General Fund of the City.

No person shall deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for legal coins of the United States.

(a) 
No person shall deface, injure, tamper with or willfully break, destroy or impair the usefulness of any parking meter installed by authority of Council.
(b) 
Failure to comply with the above requirements shall constitute an offense. Any person violating the provisions of this section shall be fined not more than $300 and/or be imprisoned for not more than 30 days.

The duty of enforcing the provisions of this article shall be on the Mayor, acting through the Bureau of Police. In case of emergency any of the provisions of this article may be temporarily suspended by the Director, who shall then have the authority to adopt and enforce such other temporary rules and regulations as traffic conditions, during such emergency, may demand or require.

(a) 
Parking on any City-operated off-street lots on Sundays and the following enumerated holidays is hereby specifically excluded from the provisions of this article. Such holidays are:
New Year's Day
Labor Day
Lincoln's Birthday
Columbus Day
Washington's Birthday
Election Day
Good Friday
Veterans' Day
Memorial Day
Thanksgiving Day
Flag Day
Christmas Day
Independence Day
(b) 
Such enumerated holidays shall be posted on the bulletin board of the Police Department by December 15 by the City Clerk and the dates indicated thereon shall be the official meter holidays for the following year.
(c) 
On all days, other than Sundays and the holidays hereinbefore enumerated, the parking meters shall be operated every day between the hours of 9:00 a.m. and 5:00 p.m.; all times scheduled herein shall be official City time.

(a) 
The following parking lots shall be available to the public for the monthly rental of parking spaces. For the purposes of this section, the applicable definitions as aforementioned shall control, except the words "space" or "parking space" mean any space on a lot duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the surface of the lot. The monthly rental lots are:
(1) 
Seventh and Willow Streets, southwest corner: 716 Willow Street, Lebanon.
(2) 
Ninth and Walton Streets, southeast corner: 30 South Ninth Street, Lebanon.
(3) 
Ninth and Mifflin Streets, northwest corner: 909 Mifflin Street, Lebanon.
(4) 
Tenth and Walnut Streets, southeast corner: 936 Walnut Street, Lebanon.
(5) 
Tenth and Oak Streets, northeast corner: 933 Oak Street, Lebanon.
(6) 
Tenth and Crowell Streets, northwest corner: 523 North Tenth Street, Lebanon.
(7) 
Lehman and Cherry Streets, southeast corner: 412 Lehman Street, Lebanon.
(8) 
Sixth and Crowell Streets, southeast corner: 468 North Sixth Street, Lebanon.
(9) 
Seventh and Walnut Streets, northeast corner: 645 Walnut Street, Lebanon.
(10) 
Eighth and Spring Streets, north side of parking lot: 30 North Eighth Street, Lebanon.
(11) 
Ninth and Cumberland Streets, southeast corner: 850 Cumberland Street, Lebanon.
(12) 
C&L and Gannon Streets, northwest corner: 899 C&L Street, Lebanon.
(13) 
Tenth and Water Streets, northwest corner: 617 North Tenth Street, Lebanon.
(b) 
The monthly rental of parking spaces on such lots shall not be sublet or assigned. Patrons of monthly rental lots shall abide by the policy on rental of spaces on file with the City of Lebanon.
(c) 
The monthly parking fee for rental of spaces on the following municipal parking lots shall be $32:
(1) 
Ninth and Walton Streets: 30 South Ninth Street, Lebanon.
(2) 
Seventh and Walnut Streets: 645 Walnut Street, Lebanon.
(d) 
The monthly parking fee for rental of spaces on the following municipal parking lots shall be $25:
(1) 
Ninth and Mifflin Streets: 909 Mifflin Street, Lebanon.
(2) 
Tenth and Walnut Streets: 936 Walnut Street, Lebanon.
(3) 
Tenth and Oak Streets: 933 Oak Street, Lebanon.
(4) 
Tenth and Crowell Streets: 523 North Tenth Street, Lebanon.
(5) 
Lehman and Cherry Streets: 412 Lehman Street, Lebanon.
(6) 
Sixth and Crowell Streets: 468 North Sixth Street, Lebanon.
(7) 
C&L and Gannon Streets: 899 C&L Street, Lebanon.
(8) 
Tenth and Water Streets: 617 North Tenth Street, Lebanon.
(e) 
The monthly parking fee for rental of spaces on the following municipal parking lots shall be $35:
(1) 
Seventh and Willow Streets: 716 Willow Street, Lebanon.
(2) 
Eighth and Spring Streets, north side of parking lot: 30 North Eighth Street, Lebanon.
(3) 
Ninth and Cumberland Streets: 850 Cumberland Street, Lebanon.
(f) 
A late fee of $5 per space shall be assessed for delinquent payment of parking space rental in the event payment is not received in the Finance Office by the 10th of each month.
(g) 
Fines and penalties.
(1) 
Any person violating the provision of parking on the aforementioned parking lots shall be fined not more than $50 and/or be imprisoned not more than five days.
(2) 
However, any person who has been issued a parking ticket for violation of any of the provisions of this section may discharge such obligation upon appearance at the Finance Office and voluntarily entering a plea of guilty to such violation and paying $15 within 20 days from the time of issuance of the parking ticket.
(a) 
Establishment. The City hereby establishes a parking lot on premises situate on the northeast comer of Eighth and Walton Streets in the City, fronting 71 feet more or less on the east side of Eighth Street and extending along the north side of Walton Street 94 feet more or less.
(b) 
Time limit. Parking is hereby limited to periods not in excess of two hours in any of the parking spaces provided.

The purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the City relative to placement of parking meters, and to allow for the temporary replacement of meters during maintenance and repair of existing meters. The Mayor may, from time to time, designate the placement of alternate parking meters within the designated parking meter zones for a period of not more than 90 days. Any changes to the time limitations of parking meters within any City parking lot, other than as set forth in this section, shall require a duly enacted ordinance. The Mayor shall provide written notice to Lebanon City Council within five days of the change.

(a) 
(1) 
Except as otherwise provided for, any person violating any of the provisions of this article shall be fined not less than $25 nor more than $100 and/or be imprisoned not more than five days.
(2) 
However, any person who has been issued a parking violation ticket may discharge such obligation upon appearance at the Finance Office and voluntarily enter a plea of guilty by paying $10 within the first 10 calendar days from the time of issuance of the violation ticket, or by paying $20 from the 11th through 20th calendar days from the time of issuance of the violation ticket.
(b) 
Any person submitting a fine for violation of any of the provisions of this article who includes with payment any debris or foreign matter in the ticket envelope shall be subject to the aforementioned penalty.
