As used in this chapter, the following terms shall have the meanings indicated:
INTERSTATE HIGHWAY SYSTEM
That portion of the national system of interstate and defense highways located within this state, as officially designated, or as may hereafter be so designated, by the Commissioner of Transportation of the State of New York, and approved by the Secretary of Commerce or the Secretary of Transportation of the United States pursuant to the provisions of Title 23 of the United States Code, as amended from time to time.
JUNK
Old or scrap copper, brass, rope, rags, batteries, paper, trash, rubber debris, waste, or junked, scrapped, ruined, dismantled or wrecked vehicles or parts thereof, iron, steel and other old or scrap ferrous or nonferrous material.
JUNK STORAGE AREA
The area of any real property used or intended to be used for the placement, storage or deposit of junk.
JUNKYARD
A place of business which is maintained, operated, or used for storing, keeping, buying or selling junk, and shall include garbage dumps and sanitary fills. Exceptions are as follows:
A. 
A vehicle of any type is permitted to undergo major overhaul, including bodywork, provided that such work is performed inside a structure or similarly enclosed area designed and approved for such purposes pursuant to the applicable regulations of the Property Maintenance Code of New York State.
OWNER
Any person, agent, operator, firm or business entity having a legal or equitable interest in the property as recorded in the official records of Yates County, New York, as holding title to the property.
PRIMARY HIGHWAY SYSTEM
That portion of connected main highways, as officially designated, or as may hereafter be so designated, by the Commissioner of Transportation of the State of New York, and approved by the Secretary of Commerce or the Secretary of Transportation of the United States pursuant to the provisions of Title 23 of the United States Code, as amended from time to time.
SHERIFF
The Office of the Sheriff of Yates County, New York.
VEHICLE
All vehicles designed for use in the air and/or on roads, off roads or on waterways, including but not limited to aircraft, automobiles, boats, buses, bicycles, trailers, tractors, marine vessels, motor homes, travel trailers, campers, motorcycles, mini-bicycles, all-terrain vehicles, recreational vehicles and snowmobiles.
