For the purposes of this article, the following definitions shall be applicable unless the context clearly indicates to the contrary:
BOAT TRAILER
Includes a vehicle without automotive power designed to transport a boat or other property wholly on its structure and to be drawn by a motor vehicle.
COMMERCIAL VEHICLE
Includes any vehicle of a type designed, used or maintained for the transportation of persons for hire, compensation or profit or transportation of property for hire, compensation or profit, except taxicabs.
PERSON
Includes any natural person, corporation, partnership, society, club, firm, company, partner, director, officer, lessee, employer, employee or any of them, including an executor, administrator, trustee, receiver or other representative appointed pursuant to law.
RECREATION VEHICLE
Includes any motor vehicle used for temporary human living quarters, not the permanent residence of the owner or occupant, and used for recreational or vacation activities, including but not limited to motor homes, self-propelled campers and other motor vehicles with permanently attached camper components and vans which are used for personal pleasure and not for commercial use, regardless of the equipment or furnishings contained within such van, mobile home, camping trailer, pop-up camping trailer, pickup coach or any other motor vehicle designed for or utilized as a temporary or vacation residence.
STREET
Includes all streets, avenues, boulevards, roads, lanes, alleys, sidewalks, curbs or other areas used for vehicular or pedestrian traffic.
TRAILER
Includes a mobile home, travel trailer, house trailer, office trailer, camping trailer or any other vehicle without motive power designed to carry property or passengers wholly on its own structure and to be drawn by a motor vehicle.
In order to promote safe, unimpeded traffic circulation in residential areas, safe ingress and egress over residential driveways and to reduce congestion in the streets, the following restrictions limiting parking, stopping or storage of certain types of motor vehicles and trailers shall be applicable.

It shall be unlawful for any person to park, stand or store or permit to be parked or stored any boat trailer, commercial vehicle, recreational vehicle or trailer on any street in any district of the City which is heretofore or which may hereafter be zoned Residential Low-Density, Residential Low-Density (Historic), Residential Beach, Residential Beach (Historic), Residential Medium-Density, or Residential Medium-Density (Historic), unless actual loading or unloading of such motor vehicle is being performed.

The provisions of this article shall not be applicable to motor vehicles of contractors working in the area whose vehicles are less than 17 feet in total length, noncommercial passenger vans, passenger vans and passenger pickup trucks less than 17 feet in total length, including any attachments, emergency vehicles, vehicles of the City of Lewes or the Board of Public Works while on official business and motor vehicles of governmental agencies while on official business.

Any person violating any of the provisions of this article shall be deemed guilty of a misdemeanor and, upon conviction thereof in a court of competent jurisdiction, shall be fined not less than $25 nor more than $150 and shall pay the costs of prosecution; provided, however, that, with the consent, in writing, of the person charged with parking under this article, the Chief of Police or the Chief of Police's authorized representative is authorized to accept and receive, without hearing, not less than $100 if such parking ticket is paid within seven days from the date and time of the violation or $150 as a penalty for such violation if such violation is paid within 30 days after the day that the violation occurs: and to accept and receive, without a hearing, the sum of $175 as a penalty for such violation if the penalty is paid after 30 days after the day that the violation occurs.
Notwithstanding any other provision concerning a penalty, any police officer of the City, while in performance of his duty, may remove or cause to be removed, at the expense of the owner or operator of any such motor vehicle, any motor vehicle, for which this article is applicable, parked or left standing in violation of the provisions of this article when the owner or operator is unable, unwilling or unavailable to move such motor vehicle immediately, If any motor vehicle is removed pursuant to the provisions of this section, the owner or operator thereof shall pay the fine imposed by the provisions of § 183-63, the cost of removal, a reasonable charge for storage, not to exceed six $6 for each day or part thereof that the vehicle is so stored, and any court costs. In addition, said owner or operator shall sign a receipt for such motor vehicle prior to its being released to him by the storage facility. In the event that payment is made under protest, a bail bond for further appearance shall be posted as required by a court of competent jurisdiction.
