For the purpose of protecting those historical areas within the Borough which have a distinctive character recalling the rich architectural and historical heritage of Pennsylvania and to promote the general welfare, education and culture of the Borough, there is established a Board of Historical Architectural Review.

The Board of Historical Architectural Review shall be composed of seven members, appointed by Borough Council. A majority of the Board shall be residents of the Historic District. Further, the Board of Historical and Architectural Review shall consist of at least:
A. 
One registered architect.
B. 
One licensed real estate broker.
C. 
One code enforcement officer.
D. 
Four persons with general knowledge of and interest in the preservation of historic districts.

Terms of members shall be for overlapping five-year terms except that the term of the code enforcement officer shall be concurrent with his appointment as a member of the Borough Government.

The Board of Historical Architectural Review shall have the power and duty to counsel Borough Council regarding the advisability of certifying the appropriateness of any erection, reconstruction, alteration, demolition or razing of a building, in whole or in part, in the Historic District. The Board shall consider the following guidelines in its review and recommendations:
A. 
Board historical values representing the cultural, political, economic or social history of the Borough.
B. 
Identification of a structure with historic personages.
C. 
Identification of a structure with historic events.
D. 
Specimen architectural types representative of a certain period and style or method of construction.

The Board may recommend in favor or against the appropriateness of the proposed change. The Board shall notify, through Council, the Planning Commission and the applicant of all recommendations. Actions of the Board shall be undertaken in accordance with the By-Laws of the Board.

Following receipt of recommendations from the Board of Historical Architectural Review, Borough Council at a regular or special meeting shall consider granting a Certificate of Appropriateness. A Certificate of Appropriateness shall indicate approval and shall indicate all changes in plans and specifications either recommended by the Board or determined by Council which would be necessary to meet conditions for protecting the distinctive character of the Historical District. The Certificate shall authorize the Building Inspector to issue the applicant applicable Building and Zoning Permits. In event of disapproval, Council shall so notify the Building Inspector who shall deny the application permits.

In exercising its powers, Borough Council shall consider the recommendations of the Board of Historical Architectural Review and the conditions listed in § 1-534 above.
