It is unlawful for any person to conduct door-to-door Halloween soliciting at any time other than from 5:30 p.m. to 8:30 p.m. on October 31 of any year.
Any person in violation of this article shall, upon conviction, be fined not less than $25 nor more than $500.

It is unlawful for any person 16 years of age or under to be or remain upon any street or alley or other public place in the Village after 9:00 p.m., unless such person is accompanied by his or her parent or guardian, or unless such person is in lawful employment making it necessary to be in such place after such hour.
It is unlawful for anyone having legal care and custody of any person as described in § 140-3 to allow or permit such person to violate § 140-3.
Any person in violation of § 140-3 or 140-4, upon conviction, shall be fined not less than $25 nor more than $500.
