For the purposes of this chapter, the words set out in this
section shall have the following meanings:

Seeking to obtain orders for the purchase of goods, wares, merchandise,
food stuffs, services of any kind, character, or description whatever.
Seeking to obtain prospective customers for application or purchase
of insurance of any type, kind or character.
Seeking to obtain subscriptions to books, magazines, periodicals,
newspapers, and every other type or kind of publication.
Seeking to obtain gifts or contributions of money, clothing,
or any other valuable things for the support or benefit of any charitable
or nonprofit association, organization, corporation, or project; except,
however, that any solicitation performed by any student, teacher,
or parent of any student on behalf of any school district association
or club or any publicly recognized youth organization shall not be
considered soliciting.
It is unlawful for any person, unless hereinafter exempted,
to engage in business as a canvasser or solicitor calling at residences
or elsewhere within the Village without the previous consent of the
occupant, if any, for the purpose of soliciting orders, sales, subscriptions,
or business of any kind or seeking information or donations without
first having obtained a license from the Village Board to do so.
Any person wishing to be a canvasser or solicitor shall make
application in writing to do so to the Board of Trustees by filing
an application with the Clerk of said Board, said application containing
the applicant's complete identification and address; name of employer,
if any; the nature of the products or services which he is interested
in soliciting, or of the organization which he is representing; the
proposed period of soliciting or canvassing; and the proposed method
of operation in the Village.
The President and Board of Trustees shall, at regularly convened
meetings, grant, deny, or take under advisement for a period not to
exceed 30 days all applications received by the Clerk since the previous
regular meeting of the Board. Said license shall be issued upon such
terms and conditions as the President and Board of Trustees shall
deem necessary or convenient for the public's protection and welfare.
It is unlawful and constitutes a nuisance for any person, whether
issued a license to canvass or solicit under this chapter or not,
to solicit or canvass the occupant of any residence prior to 9:00
a.m. or after 7:00 p.m. of any weekday or Saturday, or at any time
on a Sunday or on a state or national holiday.
Any license issued under this chapter may be revoked by the
Village President or Chief of Police because of any violation by the
licensee of this chapter, or of any other ordinance of the Village
or of any state or federal law; provided, however, that said revocation
shall continue only until the next regularly scheduled meeting of
the Board of Trustees, at which time the President and Board of Trustees
shall determine whether the revocation should be made permanent or
dissolved.

Whoever violates any provision of this Chapter 227 shall, upon conviction, be fined not less than $100, and not more than $750.
