It is the duty of all Sheriffs, Deputy Sheriffs and other police
officers to arrest any person detected in violation of any of the
provisions of this Part 1. It is further the duty of all such officers
to make prompt investigation of any violation of the provisions of
this Part 1 reported by any other person, and to cause a complaint
to be filed before the Circuit Court if there seems just grounds for
such complaint and evidence procurable to support the same.
Duly authorized police officers may stop and inspect any snowmobile
at any time for the purpose of determining if the provisions of this
Part 1 are being complied with. If the inspecting officer discovers
any violation of the provisions of this Part 1, he may issue a summons
to the operator of such snowmobile requiring that the operator appear
before the Circuit Court for the county in which the offense was committed.
Every snowmobile subject to this Part 1, if underway and upon being
hailed by a designated law enforcement officer, must stop immediately.
It is unlawful to resist or obstruct any peace officer in the
discharge of his duties under this Part 1.
Except as otherwise provided in 625 ILCS 40/1-1 et seq., no
person shall, after the effective date of the ordinance codified in
this Part 1, operate any snowmobile within the corporate limits unless
such snowmobile has been registered and numbered in accordance with
the provisions of the Illinois Snowmobile Registration and Safety
Act, by the Illinois Department of Natural Resources (see 625 ILCS
40/3-1 through 40/3-13).
