[HISTORY: Adopted by the Mayor and Council

Those public records entitled "Flood Insurance Study for Carroll
County, Maryland and Incorporated Areas," dated October 2, 2015, with
accompanying Flood Insurance Rate Maps, dated October 2, 2015, and
all subsequent amendments and/or revisions, copies of which shall
be kept on file in the City Office of the City of Taneytown, are hereby
adopted by reference as the basis for establishing the special flood
hazard areas for floodplain management in the City of Taneytown. The
special flood hazard areas documented in the Flood Insurance Study
and Flood Insurance Rate Maps are the minimum area of applicability
of the floodplain management regulations and may be supplemented by
studies for other areas as allowed in the regulations.

The public record designated as the "Floodplain Management Regulations for Carroll County," known as Chapter 153, Floodplain Management, of the Carroll County Code, dated September 3, 2015, and all subsequent amendments and/or revisions, copies of which shall be kept on file in the City Office of the City of Taneytown, is hereby adopted as the legal basis for implementing floodplain management in the City of Taneytown.
A.
The City of Taneytown delegates the responsibility or floodplain
management to Carroll County as provided in an executed resolution
dated September 14, 2015.
B.
The City Manager is designated as the National Flood Insurance Program
floodplain administrator for the City of Taneytown and is responsible
for coordinating with Carroll County and will serve as the community
point of contact on National Flood Insurance Program issues for county,
state and federal officials.
Carroll County shall have the right and authority to fully enforce
the provisions of the ordinance within the corporate limits of the
City of Taneytown.
Any person who fails to comply with any or all of the requirements
or provisions of the Floodplain Management Ordinance shall be subject
to the penalties as outlined within Chapter 155, § 155-37,
of the Carroll County Code.
