It is and it shall be the duty of each and every owner, trustee,
lessee, agent, occupant, or possessor of each and every house, building
or other structure located within New Hanover Township, whether on
a public or private street or road, to cause the house, building or
other structure to be numbered with its official building number assigned
by New Hanover Township and/or the United States Postal Service. The
number shall be permanently posted as set forth herein. All persons
required to number existing houses, buildings, or other structures
shall contact New Hanover Township and/or the United States Postal
Service and secure an assigned building number for the official street
or road name.

1. The building number shall be placed in a conspicuous place on or
over each front door on the front transom bar, from transom glass,
or front show window over or on either side of the entrance or on
a clearly visible mailbox, fence, post, mount or other similar structure
located upon the subject property. The number shall be of paint, metal,
enamel or vinyl, and the color of the number shall be in contrast
to the immediate background. The number shall be of sufficient size
and in full view so as to be identifiable and readable from the opposite
side of the street or road. Any building number not affixed to a building
shall be positioned such that snow, leaves, tree branches, and other
such impediments shall not impair the visibility required by this
part.
2. The determination of whether a building number is of sufficient size
and in full view in accordance with the requirements of this part
shall be made by the Township Code Enforcement Officer.

It shall be unlawful to cover any building number with any sign,
drapery or other obstruction tending to conceal the number, and all
inaccurate, obsolete, or nonconforming numbers shall be removed from
any house, building, or other structure when a new number has been
assigned, or when so directed by the New Hanover Township Code Enforcement
Officer.

All persons required to number buildings, as set forth herein,
shall number existing houses, buildings, or structures within 60 days
of the effective date of this part. The owners of new structures shall
obtain a number as part of the normal building permit process. New
structures shall be numbered within 30 days after completion of the
structure.

Any person, firm, or corporation who shall number or attempt
to number any house, building, or structure contrary to this part,
and the plan hereby approved and adopted or who shall, within 30 days
of notification by the New Hanover Township Code Enforcement Officer,
fail or neglect to number their house, building, or structure in accordance
herewith, or who shall fail to change the number thereof or fail to
remove the old number in cases of a number change, or who shall violate
any of the provisions of this part, and any person or persons who
shall alter, deface, remove, or destroy any number required to be
displayed by this part shall, upon conviction thereof in an action
brought before a magisterial district judge in the manner provided
for the enforcement of summary offenses under the Pennsylvania Rules
of Criminal Procedure, shall be sentenced to pay a fine of not more
than $1,000 plus costs and, in default of payment of said fine and
costs, to a term of imprisonment not to exceed 90 days. Each day that
a violation occurs shall be deemed to constitute a separate offense
of the provision of this part.
