No wastewater collection, conveyance or treatment facility shall be permitted to be installed, constructed, operated or used to service any residential, agricultural, commercial, industrial or manufacturing structure situate within New Hanover Township until such facility has been registered with the Township on a form to be approved by the Board of Supervisors to include, but not be limited to, identification of the ownership, location, design and projected operational schedule for such facility, all of which must be in accordance with the balance of the regulations, conditions and terms set forth hereinafter, such registration application to be accompanied by an administrative processing fee in an amount to be determined from time to time by resolution of the Board of Supervisors plus the cost of review of all such documents, designs and applications as may be determined necessary by the Township and/or Authority Engineer(s), which costs, expenses and fees shall be borne solely by the applicant and be satisfied in full as a precondition of the issuance of such permit.

Any and all such collection, conveyance and wastewater treatment facilities and appurtenances shall be designed and constructed in accordance and compliance with all applicable requirements, standards and conditions of the United States Environmental Protection Agency, the Pennsylvania Department of Environmental Protection and the standards and conditions herein set forth utilizing the best available technology to achieve the maximum level of treatment resulting in the most pollution-free and environmentally safe discharge standards; with all permits, licenses and approvals as may be required and necessary to be obtained at the applicant's sole cost and expense from any and all federal, state and local agencies, departments or boards.

1. 
Applicant shall, prior to any installation, construction or acquisition of materials, obtain and provide at applicant's sole cost and expense five copies or sets of design documents consisting of complete and detailed drawings and specifications of the collection, conveyance or treatment facility and appurtenances prepared by a professional engineer registered in the State of Pennsylvania, copies of which design documents shall be submitted to the Township and/or the Municipal Authority for review by their consulting engineer(s), the sole cost and expense of which shall be borne by applicant, which design documents shall be subject to the following conditions:
A. 
The design of any wastewater collection system shall be prepared in accordance and compliance with the latest edition of the New Hanover Township Authority's "Construction Specifications for the Installation of Sanitary Sewers and Appurtenances."
B. 
Complete shop drawings of all proposed equipment and materials for the collection, conveyance or treatment facility shall be submitted for review and written approval prior to acquisition, purchase, fabrication, delivery or installation of the same.
C. 
Operations and/or instruction manuals for any and all equipment, materials or machinery installed in said system shall be provided to the Township and/or Authority for review and approval prior to acquisition, purchase, fabrication, delivery or installation of said equipment, materials or machinery as may be determined necessary by the consulting engineer, and a copy shall be kept at the facility.
D. 
A plan showing the site by specifically delegated boundaries including any evidence or information regarding ownership, topography, vegetative cover, watercourses, etc., as may be appropriate to location and design of the system and further identifying the proposed location for a paved access road of a minimum width of 10 feet constructed from the nearest public roadway to any proposed treatment site, such paving to consist of six inches of crushed stone topped by a five-inch course of BCBC and a two-inch wearing course, a vehicle turnaround providing a minimum paved area of 200 square feet, a six-foot chain link fence topped by a three-strand, one-foot barbed wire for security with access to be gained through a sliding gate and locking assembly with a minimum width of 14 feet and including a screen planting and lawn border to enhance the aesthetic quality of the site.
E. 
Such designs and standards as will achieve the Township's policy to maximize the efficiency and reliability of the facility while providing reliable and consistent access for service by operating personnel, minimizing maintenance and upkeep and avoiding such adverse impacts to the health, safety and welfare of the Township in the operation, use and maintenance of said system.

Any and all excavation, grading and/or earth moving activities must be conducted in full and complete compliance with the rules, regulations and requirements for soil and sedimentation control activities established by the Montgomery County Soil Conservation District and the Pennsylvania Department of Environmental Protection and must be done subject to and in compliance with any and all appropriate permits as may be issued by the aforesaid agencies or other departments, bureaus or agencies having appropriate authority to regulate the same.

Any wastewater conveyance or treatment facility intended to service more than a single residential unit or servicing any commercial, industrial or manufacturing structure shall include a superstructure of suitable size to be established and approved by the Township and/or Authority's consulting engineers, constructed of concrete block or brick, designed and installed in such a manner to be compatible with the surrounding, neighboring or adjacent structures, with any and all controls and/or generators to be held within said superstructure, the same being in conformity with the then applicable Township building code to the extent such code establishes minimum standards and regulates health and fire safety issues, demands for integrity to withstand exterior weathering conditions and ingress and egress factors for individuals in the operation and maintenance of the system and equipment installation or removal as may be determined necessary by the Township.

Any and all equipment, material and machinery to be incorporated or installed in any such facility shall be inspected by the applicant's engineer and shall be inspected by the Township and/or Authority's consulting engineer prior to installation of the same to assure that it conforms to the approved design documentation and shop drawing, which compliance shall be certified in writing by applicant's engineer prior to installation.

Applicant shall provide for initial testing and "start up" of all such equipment, materials and machinery by the manufacturer or fabricator's representative and shall secure from said representative at applicant's sole cost and expense a written certification as to proper installation of such equipment, materials or machinery providing copies of any operating materials, manuals or certifications and warranties prior to said installation and to provide for any and all necessary onsite training and demonstration of such equipment, materials and machinery for the operating personnel or licensed operator of such facility.

Applicants shall schedule mechanical performance tests and a final facilities inspection with the Township and/or Authority's consulting engineer prior to any active operation of the facility and shall correct, at applicant's expense, to the satisfaction of the Township and/or Authority's consulting-engineer any defect or problems noticed during such test for final inspection or within the applicable maintenance period as hereinafter set forth as part of which final inspection the applicant's engineer shall present a written certification that the facility and all appurtenances thereto have been installed and constructed in accordance with the approved design documents and shop drawings.

When appropriate, as determined in the sole discretion of the Township and/or Authority's consulting engineer, every such facility shall have installed on-site a diesel-type emergency generator housed within the approved superstructure with the necessary fresh air intake and exhaust outlets to serve the same without danger to the health, safety and welfare of any person or property, which generator shall be further equipped with an automatic load transfer control assembly to start and to transfer to auxiliary power in the event of a power outage and to provide a return to the line power when an adequate and consistent supply of line power has been restored, in turn deactivating the standby generator.

When determined appropriate in the sole and exclusive discretion of the Township and/or Authority's consulting engineer, a flow meter shall be installed to measure influent wastewater volumes, which meter shall be located in accordance with the manufacturer's recommendations and as approved by the Township and/or Authority's consulting engineer.

The facility shall be designed, constructed and operated using a daily average flow calculated assuming 100 gpcd, with a peak daily flow calculated assuming 250 gpcd, and a design allowance of 2.75 persons per EDU (equivalent dwelling unit).

The standards, terms and conditions of this Part 2F set forth the minimum standards which are acceptable to the Township, it being recognized that no single document can fully or adequately describe or consider all specific details of every anticipated system, and it is therefor assumed that any such standards, terms or conditions shall be supplemented by the design review and appropriate comments and communications by the Township and/or Authority's consulting engineer and the applicant's engineer.

The applicant shall provide with its application a proposal for financially securing the operations and maintenance of the subject facility for a time period and in an amount to be determined by the Township and/or Authority's consulting engineer, not less than a period of 18 months worth of anticipated maintenance and operational costs, which security shall be posted by the applicant prior to operation or use of the subject facility.

At the sole discretion of the Township and its consulting engineer, the facilities and any appurtenances thereto may be required to be offered for dedication to the Township or a delegated third party and applicant shall compete any and all steps and/or documentation as may be necessary to finalize the offer and acceptance of dedication including satisfaction of any and all costs incurred as a result thereof.
