GENERAL REFERENCES

The youth of Suffolk County will provide the future leaders
of our community and yet young people are, to a large degree, disengaged
from the political process and civic affairs. It is important to encourage
civic engagement and participation in government among our younger
residents in order to prepare them for their future roles. Today's
government leaders could also benefit from more exposure to the unique
perspectives of young people. Input provided by young people on the
issues that impact them most may provide Suffolk County with new and
innovative ideas on how to address their concerns. Suffolk County
seeks to work with various constituent groups to ensure that the needs
of all County residents are met.
The Suffolk County Next Generation Citizens Advisory Board is
hereby created for the following purposes:
A.Â
To discuss issues of importance and relevance to the youth and young
adult community of Suffolk County;
B.Â
To advocate on behalf of youth and young adult residents of Suffolk
County, focusing primarily on issues of importance to today's
youth;
C.Â
To encourage civic participation at all levels of government by the
young residents of Suffolk County; and
D.Â
To improve communication and understanding between the younger generation
of Suffolk County residents and Suffolk County government.
The Suffolk County Next Generation Citizens Advisory Board shall
consist of 36 members, to be selected as follows:
A.Â
Each Legislator shall select two young people in the traditional
high school and college age range from his or her respective district.
B.Â
Each young person selected by a Legislator must be a Suffolk County
resident at the time of his or her appointment.
C.Â
Each young person selected to be a representative on the Advisory
Board shall be notified of his or her appointment via a letter from
his or her appointing Legislator.
The terms of office shall commence upon appointment, and the
members shall serve at the pleasure of the appointing Legislator;
however, no member shall be over 21 years of age.
The Board shall be chaired and overseen by the Director of the
Suffolk County Youth Bureau.
The members of said Board shall serve without compensation.
The Board shall hold regular quarterly meetings, keep a record
of all its proceedings, and determine the rules of its own proceedings,
with special meetings to be called by the Chairperson upon his or
her own initiative or upon receipt of a written request therefor signed
by at least seven members of the Board. Written notice of the time
and place of such special meetings shall be given by the secretary
to each member at least four days before the date fixed by the notice
for such special meeting.

The Board may submit requests to the Suffolk County Youth Bureau
for approval for the provision of secretarial services, travel expenses
or retention of consultants to assist the Board with such endeavors,
said total expenditures not to exceed $5,000 per fiscal year, which
services shall be subject to legislative approval.

Clerical services involving the month-to-month operation of this
Board, as well as supplies and postage as necessary, will be provided
by the staff of the County Youth Bureau.
This Board shall, through the Director of the Youth Bureau,
submit a written annual report of its activities as well as recommendations
for action, if any, to each member of the County Legislature and the
County Executive no later than January 31 of each year, for the prior
calendar year activities, for consideration, review and appropriate
action, if necessary, by the entire County Legislature.

The Suffolk County Next Generation Advisory Council is hereby
established for the purpose of bringing together the County's
top young minds and leaders to weigh in on and help craft proposals
and legislation that directly affect young professionals and their
future on Long Island.
The term "next generation" refers to individuals presently in
or around 20 to 34 years of age.
Membership on the Council shall be open to any resident of Suffolk
County who is in or around the designated next generation age range
and would like to participate in meetings.
The Presiding Officer will select the Council's Chair,
who shall be in or around the designated next generation age range.
The Chair shall be tasked with establishing appropriate rules
and procedures to effectively accomplish Council business, which shall
include, but not be limited to, meeting substance, meeting frequency,
and rules of discussion on the floor. The Chair shall also provide
the agenda for discussion at Council meetings, identify pertinent
legislation and initiatives for Council discussion, lead the discussion
on the effect these potential resolutions may have on next generation
residents, communicate the Council's ideas and suggestions through
advisory opinions to the Legislature, and formulate ideas and debate
surrounding potential legislation or projects.
Pertinent legislation and initiatives include, but are not limited
to, any legislative action that would affect housing, employment,
economic opportunities, and quality of life for next generation County
residents.
The Council shall meet a minimum of four times each calendar
year.
The Council shall submit an annual written update to the Presiding
Officer and each member of the Legislature summarizing its findings
and feedback from the year.
The suggestions developed by this group shall be nonbinding
and advisory in nature.
The Clerk of the Legislature shall provide clerical services
associated with the month-to-month operation of this Council, as well
as supplies and postage as necessary.
