A.
Beginning with the municipal election in 2013 and continuing every
fourth year thereafter, the electors of Swatara Township shall elect
one Tax Collector to serve for a term of four years from the first
Monday of January after the election, except when a vacancy creates
a shorter term.
B.
The Tax Collector shall reside in the Township and shall have resided
in the Township continuously for at least one year immediately preceding
his/her election.
C.
The elected Tax Collector may also serve as the Township Treasurer upon appointment by resolution of the Board of Commissioners as provided in Chapter 79.
D.
The Tax Collector shall, before he or she acts upon the duties of
his or her office, take and subscribe an oath of office and file same
in the office of the Clerk of the Court of Common Pleas of Dauphin
County.
A.
Effective January 1, 2014, the Tax Collector of the Township of Swatara
shall receive for his or her duties as Tax Collector for the Township
a sum equal to 2% of all Township taxes levied and made effective
on or after the said date and received or collected by him or her
and, in addition thereto, a sum equal to 1% on all other moneys received
or collected by him or her for the Township after said date; provided,
nevertheless, that the total compensation of the Township Tax Collector
shall not exceed the limits prescribed by law.
B.
The Township Tax Collector shall be allowed such actual printing
and postage expenses as shall be incurred in performing the duties
prescribed in this chapter.
The Tax Collector shall enter into one surety bond to the commonwealth
for all taxes to be collected by him or her, in an amount to be fixed
by the Court of Common Pleas of Dauphin County, which amount shall
never exceed the estimated amount of taxes charged and the duplicates
to be delivered to him or her in one year. Such bond and surety company
or companies providing said bond shall comply with the provisions
of Act 66 of 2012, including the requirement, if provided for by resolution
of the Board of Commissioners of Dauphin County, for the joint bidding
of bonds for all tax collectors for the county, boroughs, incorporated
towns and townships of the first or second class, and school districts
and vocational school districts within the county.
A.
Collection of taxes required. The Township Tax Collector shall collect
all county, institution district, township, school and other taxes
levied within Swatara Township as authorized by the Board of Commissioners
of Swatara Township or the governing bodies of the county, institution,
and school districts.
B.
Powers and duties. In addition to the powers, duties and responsibilities
set forth under this chapter, the Tax Collector shall exercise all
the powers and perform all the duties and be subject to all of the
obligations and responsibilities for the collection of taxes as are
conferred upon tax collectors by law.
The Tax Collector of the Township of Swatara shall charge on
behalf of the Township the following fees:
The Tax Collector of Swatara Township shall pay over, on a weekly
basis, to the Treasurer of the Township all moneys collected as taxes
during the previous week if the amount of those collected funds is
in excess of $1,000.
