An advisory council to be known as the "Solebury Township Environmental
Advisory Council," is hereby created and shall continue to function
until this Part 2B is revoked.

1. The Environmental
Advisory Council shall be composed of a maximum of seven members.
Members of the Solebury Township Environmental Advisory Council shall
be residents of the Township.
2. Associate
members. The Board of Supervisors may appoint up to five nonvoting
associate members to the Council to serve a one-year term. Associate
members shall be entitled to participate in all proceedings and discussions
of the Council, but shall not have the right to vote. Associate members
shall not count as members of the Environmental Advisory Council for
purposes of the seven-person maximum and shall not be considered in
constituting a quorum. Associate members shall serve their full term
unless voluntarily resigned or removed by the Board of Supervisors
and may be reappointed at the Board's discretion to additional terms.
Associate members shall abide by the Township's Ethics Policy.

1. Council members shall be appointed in accordance with the following
procedures:
A. All Council members shall be appointed by the Solebury Township Board
of Supervisors.
B. Council members' terms of office shall expire at the reorganization
meeting of the Board of Supervisors following the last year of their
term of office.
C. Duly appointed Council members shall serve a term of three years,
except that initial appointment shall be so staggered that the terms
of approximately 1/3 of the membership shall expire each year.
D. Whenever possible, one member shall also be a member of the Solebury
Township Planning Commission.

Council members shall receive no compensation for their services,
but may be reimbursed for the expenses actually and necessarily incurred
by them in the performance of their duties. They shall abide by the
Township's Ethics Policy.

The Environmental Advisory Council is to be advisory to and
shall coordinate its activities with the elected officials, Planning
Commission, Historical and Architectural Review Board, Park and Recreation
Board, Land Preservation Committee and such other local governmental
agencies as the Board of Supervisors may from time to time designate.

The Council shall adopt bylaws with the approval of the Board
of Supervisors.

1. The Environmental Advisory Council shall have the following powers:
A. Identify environmental issues and problems and recommend plans and
programs to the appropriate agencies for the promotion and conservation
of the natural resources and for the protection and improvement of
the quality of the environment within Solebury Township, consistent
with the Township Comprehensive Plan.
B. Make recommendations as to the possible environmental issues regarding
the use of open land areas within Solebury Township.
C. Work with schools and environmental groups such as the New Hope School
District, Honey Hollow Watershed and Bucks County Audubon Society,
in enhancing community environmental education programs.
D. Develop an environmental resources inventory, including flood-prone
areas, swamps and other unique natural areas, for the purpose of obtaining
information on the proper use, protection and management of those
areas.
E. Work with existing Township watershed associations and other interested
parties in preparing a Township-wide watershed management plan.
F. Develop environmental education awareness programs for Township residents.
G. To undertake such environmental tasks as required by the Board of
Supervisors of Solebury Township.

The Environmental Advisory Council shall meet regularly on a
monthly basis.

The Environmental Advisory Council shall keep records of its
meetings and activities and shall make an annual report which shall
be printed in the annual Township report or otherwise made known and
available. Minutes of each meeting shall be forwarded to the Solebury
Township Board of Supervisors.

The Solebury Township Board of Supervisors may, from time to
time, appropriate funds for those expenses incurred by the Environmental
Advisory Council.
