(a)
There is hereby established a Human Services Board (hereinafter the "Board") consisting of nine members who shall serve for a period of three years and whose qualifications and method of appointment shall be as follows:
(1)
Consumer representatives. Three members shall be selected from among Milford consumers and shall be appointed by the Board of Aldermen upon recommendation by the Mayor. For the purposes of this article, the term "consumer representative" shall mean any person who does not receive his or her wages or livelihood by delivering human services, and who manifests an interest in human services.
(2)
Organized labor. One member shall be selected from the ranks of organized labor and shall be appointed by the Board of Aldermen upon recommendation of the Mayor.
(3)
Milford Clergy Council. One member shall be selected from among representatives of the Milford Clergy Council and shall be appointed by the Board of Aldermen upon recommendation of the Milford Clergy Council.
(4)
The United Way and Chamber of Commerce. Two members shall be appointed by the Board of Aldermen, one upon the recommendation of the Milford United Way and one upon the recommendation of the Milford Chamber of Commerce.
(5)
Mayor's appointee. One member shall be appointed exclusively by the Mayor and shall represent the City administration.
(6)
Board of Aldermen. One member shall be appointed exclusively by the Board of Aldermen.
(b)
The members of the Board shall elect a Chairperson who shall preside at meetings of the Board and a Vice Chairperson to preside in the absence of the Chairperson. Five members shall constitute a quorum. A majority vote of the Commission shall be required for action of the Board. The Chairperson or any five members may call a meeting of the Board.
(c)
Any member of the Board may be removed for cause upon recommendation of the Mayor and by a majority vote of the Board of Aldermen present and voting.
