The duly appointed and qualified Secretary of the Borough of Ben Avon is hereby appointed the collector of taxes for the Borough for the following taxes:
A. 
Wage tax.
B. 
Per capita tax.
C. 
Occupational privilege tax.

The duly elected and qualified Recorder of Deeds of Allegheny County, Pennsylvania is hereby appointed the agent for the Borough for the purposes of collecting and enforcing the realty transfer tax and remitting same to the Borough Secretary who shall deposit same in the accounts of the Borough and maintain such records and accounts as Borough Council may, from time to time, require.
