As used in this Part, the following terms shall have the following
meanings:
MAINTENANCE
The following activities which maintain the cosmetic appearance
of the motor vehicle or are considered routine owner care so long
as they are not performed in a manner or location that poses a public
nuisance, environmental hazard or danger to others:

Replacement of minor motor vehicle parts and components that
typically require replacing on a regular schedule as part of normal
vehicle maintenance such as replacing wiper blades, lighting fixtures,
points, plugs, air filters, external belts, battery, tires and other
minor exterior components.
PERSON
Any individual person, firm, association or corporation.
PUBLIC STREET
All of the roads, streets and alleys within the legal rights-of-way
of the Borough of Rankin.
REPAIRS
Any mechanical or body work on a motor vehicle which is not
herein defined as maintenance. The term "repairs" shall include but
shall not be limited to motor oil or synthetic lubricant changes,
transmission fluid or differential fluid changes, radiator or cooling
system flushes, brake replacement or adjustment, body work, painting
and/or engine repair.
SIDEWALK, PUBLIC
All of the constructed public walkways, including grass plots
within the Borough of Rankin.
STORE/STORAGE
Any parts or supplies used in or related to the maintenance
or repair of motor vehicles, which parts or supplies are left unattended
for a period exceeding two consecutive hours.

It shall be unlawful for any person to make repairs to any motor
vehicle on the public streets or public sidewalks, or in Borough-owned
parking lots in the Borough of Rankin.

Performing maintenance on motor vehicles on public sidewalks
or in Borough-owned parking lots is prohibited, except that Borough-owned
parking lots may be used for the maintenance of Borough-owned motor
vehicles or the motor vehicles of persons performing pubic services
to the Borough pursuant to contract or express written authority of
the Borough.

1. Maintenance on motor vehicles on a public street is prohibited unless:
A. Such maintenance is performed on a motor vehicle registered to a
person residing at a residence or other property located within 50
feet of the site at which the maintenance is being performed;
B. Such maintenance is performed in a manner that in no way creates
or constitutes a public nuisance, environmental hazard, or danger
to pedestrians; and
C. Such maintenance in no way blocks a traffic lane, or otherwise poses
any hindrance to the free flow of vehicular traffic.

It shall be unlawful for any person to store new or used motor
vehicle parts or supplies used or related to the repair or maintenance
of motor vehicles on the public streets, public sidewalks or Borough-owned
parking lots in the Borough of Rankin.

Any person, firm or corporation who or which violates any provision
of this Part shall, upon conviction thereof, be sentenced to pay a
fine of not more than $1,000 and, in default of payment, to imprisonment
for a term not to exceed 30 days. Every day that a violation of this
Part continues shall constitute a separate offense.
