No person shall knowingly fail or refuse to
comply with any lawful order or direction of a Police Officer or Fire
Department official.
Every person propelling any pushcart or riding
an animal upon a roadway, and every person driving any animal-drawn
vehicle, shall be subject to the provisions of this Title applicable
to the driver of any vehicle, except those provisions of this Title
which by their very nature can have no application.

A. No person shall attach themselves to any motor vehicle
while upon roller skates, in-line skates, roller blades, skateboards
or similar devices, nor shall any operator of a motor vehicle allow
anyone to attach themselves to such motor vehicle while such person
is upon roller skates, in-line skates, roller blades, skateboards
or similar devices.
B. The use of roller skates, in-line skates, roller blades,
skateboards or similar devices shall be prohibited, by any person,
upon any public street, alley, sidewalk, park, plaza, mall or other
public area located upon or contiguous to the following streets:
1.
Beginning 100 Block of South Broadway, east
to 100 Block of South Grand, continuing on South Grand to intersection
of 4th Street and South Grand; beginning west on 4th Street to intersection
of 4th Street to South LeFevre; continuing north on LeFevre to intersection
of 2nd Street and South LeFevre; continuing east to South Broadway,
thence north to intersection of Front Street to South Broadway;
2.
Provided, however, such use shall not be prohibited
by the following individuals:
a.
A participant in a parade or other public event
for which a permit has been issued by the City for said parade or
other public event to be conducted within the aforementioned geographical
area.
C. Any person found in violation of any of the provisions
of this Section shall be fined an amount not to exceed the sum of
twenty-five dollars ($25.00).
The provisions of this Title shall apply to
the driver of any vehicle owned by or used in the service of the United
States Government, this State, County or City and it shall be unlawful
for any said driver to violate any of the provisions of this Title,
except as otherwise permitted in this Title.
The driver of a vehicle involved in an accident
within the City resulting in injury to or death of any person or total
property damage to an apparent extent of five hundred dollars ($500.00)
or more to one (1) person shall give or cause to be given notice of
such accident to the Police Department as soon as reasonably possible.
The driver of a vehicle which is in any manner
involved in an accident resulting in bodily injury to or death of
any person or total property damage to an apparent extent of five
hundred dollars ($500.00) or more to one (1) person shall, within
five (5) days after such accident, forward a written report of such
accident to the Police Department. The provisions of this Section
shall not be applicable when the accident has been investigated at
the scene by a Police Officer while such driver was present thereat.

Sections
310.020 and
380.020 shall apply to and be in force on all publicly used parking lots, drive-ins and all areas upon which the public is invited or permitted to operate motor vehicles, whether such parking lots, drive-ins and other publicly used areas are publicly or privately owned or held. All motor vehicles shall be operated in a careful and prudent manner and at a speed not in excess of ten (10) miles per hour on all such private parking lots and drive-ins. Anyone violating the provisions of this Section shall be guilty of an ordinance violation and shall be subject to the penalties provided for in Section
100.220 of this Code.
