GENERAL REFERENCES

An organization is hereby established, which shall be known as the "North Newton Township Planning Commission," hereinafter identified as the "Planning Commission," having five members appointed by the North Newton Township Board of Supervisors, hereinafter identified as the "Board of Supervisors."
The members of the Planning Commission shall be residents of North Newton Township. The majority of these members shall be citizen members, and shall not be officers nor employees of Township.
A. 
The Board of Supervisors shall appoint to the Planning Commission persons who are objectively interested in the maintenance and improvement of North Newton Township, as to the general welfare, health and safety, as a place for people to live, and who are willing to serve.
B. 
The Board of Supervisors shall make the appointments by action at a regular meeting, and thereafter issue written notice of appointment and term to each member. Members of the Planning Commission shall assume office by virtue of such notice of appointment.
A. 
The terms of members of the Planning Commission shall be four years, or until their respective successors are appointed, except for the terms of the members first appointed. The members first appointed shall have terms as follows:
(1) 
One for one year.
(2) 
One for two years.
(3) 
One for three years.
(4) 
Two for four years.
B. 
Vacancies shall be filled by appointment for the unexpired term. The Board of Supervisors may consult with the members of the Planning Commission concerning appointment to fill vacancies. Any member may be reappointed to successive terms.
The Planning Commission shall elect its own Chairman, Vice Chairman and Secretary, and such other officers as it may find necessary. Officers shall serve annual terms, and may succeed themselves. The Planning Commission shall adopt bylaws, and may establish such other rules and procedures consistent with the ordinances of North Newton Township and the laws of Pennsylvania, as it finds necessary.
The Planning Commission shall have the powers and duties of a planning agency as provided in the aforementioned Pennsylvania Municipalities Planning Code.[1]

The Planning Commission shall keep a record of its business. It may make a written report to the Board of Supervisors by March 1 each year, summarizing its activities, and such additional reports as the Board of Supervisors may require.

A. 
The Board of Supervisors shall annually allocate funds to provide for a planning program. These funds shall be used to provide administrative and technical assistance to the Planning Commission in carrying out its powers and duties. The members of the Planning Commission may serve with or without compensation as set by resolution by the Board of Supervisors and/or may be reimbursed for necessary and reasonable expenses.[1]

B. 
The Planning Commission shall not disburse any funds, but shall request disbursements by the Board of Supervisors, for items within the planning program.
C. 
The Planning Commission, with the concurrence of the Board of Supervisors, may accept and utilize any funds, personnel or other assistance made available by the county, state or federal governments or agencies, or from private sources. The Board of Supervisors may enter into any agreement or contract necessary to obtain such assistance.
