No person shall cast or throw any salt water or chemical upon any street or alley in the Borough of Vandergrift which may in any way deteriorate the surface of that street or alley by chemical action. Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of not less than $100 or more than $600 and costs of prosecution and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
