It shall be the policy of the Village Board to obtain sufficient
revenues to pay the debt service costs and the costs of the operation,
maintenance and replacement of the sewer system and wastewater facilities
through a system of sewer service charges as defined in this article.
The system shall assure each user of the sewerage system and wastewater
facilities pays a proportionate share of the associated cost.

A. The Village
will reassign users into appropriate sewer service charge categories
if wastewater sampling programs and other related information indicate
a change of categories is necessary.
B. Sewer
service charge categories.
(1) Category
A shall be those sanitary sewer usage customers who discharge normal
domestic-strength wastewater with concentrations of BOD no greater
than 225 mg/l, suspended solids (SS) no greater than 260 mg/l, phosphorus
(P) no greater than 13 mg/l, and chloride (Cl) no greater than 880
mg/l.
(2) Category
B shall be those sanitary sewer usage customers who discharge non-domestic-strength
wastewater with concentrations of BOD greater than 225 mg/l, or suspended
solids (SS) greater than 260 mg/l, or phosphorus (P) greater than
13 mg/l, or chloride (Cl) greater than 880 mg/l.
The following methodology shall be used to calculate the debt
service and operation, maintenance, and replacement charges for the
treatment of wastewater generated within the sewer service area or
hauled wastes.
A. Debt service charges.

(1) Sewer service area. The Village portion of the debt service cost
shall be paid partially on a sewer service charge basis and partially
by ad valorem taxes. The unused portion of the Village's allocated
capacity shall be paid through ad valorem taxes and the remainder
on a unit cost basis proportionate to flows and loadings. This shall
be calculated by allocating the debt service costs to the various
loading parameters and dividing this cost by the annual design loadings
for each parameter.
(2) Hauled waste users. Hauled waste users only pay a user charge; their
unit cost shall be adjusted to include an ad valorem tax equivalence
to help pay for the unused capacity in the treatment plant. The debt
service cost for the unused portion of the treatment plant shall be
allocated to loading parameters, then divided by the annual design
loadings for each parameter to obtain the unit cost.
B. Sewer service charge.
(1) Operations, maintenance and replacement charges for the collection
system and treatment plant shall be segregated into "fixed costs,"
those costs are independent of volume and strength parameters, and
"variable costs," those costs are volume and strength related.
(a)
The fixed costs shall be paid for by a base meter charge imposed
upon all connections to the system. The annual base meter charge shall
be as follows:

(b)
The variable costs shall be paid by all customers on the basis
of a cost per 1,000 gallons of usage. The variable costs shall be
allocated to the respective billing parameters: flow, BOD, SS, and
P. This allocated cost is then divided by the total annual loadings
to obtain the unit cost per billing parameter.
(c)
These unit costs are then applied to normal users on the basis
of a cost per 1,000 gallons of metered water use of wastewater discharged
at a strength less than or equal to 225 mg/l BOD, 260 mg/l SS, and
13 mg/l P. High-strength dischargers shall pay a surcharge per pound
for wastes exceeding those concentrations. High-strength dischargers
shall pay a "special" surcharge for wastes exceeding the Cl concentration
limit set by the Village based on both available data and the Village's
current WPDES permit Cl discharge limitations. The Cl concentration
limit and associated surcharge shall be reviewed and revised by the
Village as necessary to achieve compliance with WPDES permit Cl discharge
limitations. Specific Cl concentration limitations and associated
surcharges shall be determined by the Village for each high-strength
Cl discharger.

(2) Hauled waste users.
(a)
The user fees for hauled waste users shall be paid on a cost
per 1,000 gallons of holding tank waste (800 mg/l BOD, 1,800 mg/l
SS, and 24 mg/l P), or septage (6,000 mg/l BOD, 10,000 mg/l SS, and
180 mg/l P). When the strength of the hauled waste is greater than
any of the listed thresholds for holding tank waste, the higher unit
cost for septage will be applied. When the strength is greater than
any of the listed thresholds for septage, additional surcharges may
be applied. The Village will assume full truck volume for billing
purposes. Billing of partial loads will only be with prior approval
of the treatment plant superintendent.
(b)
Surcharge rates shall be charged at the same unit costs per
pound computed for sewer users. The concentration of wastes used for
computing surcharges shall be established by sampling. Such sampling
shall be performed as often as necessary by the Village and shall
be binding as a basis for billing purposes.
