No person or persons, partnership or corporation shall make or cause to be made or permitted any unnecessary and unreasonably loud, disturbing noise, or any raucous, annoying sounds so as to disturb the comfort, peace, repose, quiet and tranquility or which injures or endangers the health or welfare of others within the limits of the Village.
A. 
The following acts are declared to be loud, disturbing, raucous, annoying and unnecessary noises in violation of this chapter, but said enumeration shall not be deemed to be exclusive:
(1) 
The playing of any radio, phonograph, television, musical instrument, electric sound-producing devices, or other sound amplifier or yelling in a manner so as to disturb the quiet, comfort or repose, particularly during the hours of 11:00 p.m. on Saturday through 7:30 a.m. on Monday and 10:00 p.m. to 7:30 a.m. Mondays through Thursdays and the hours of 11:00 p.m. Fridays to 8:00 a.m. on Saturdays.

(2) 
The keeping of any animal or household pet which has been causing or caused frequent or long-continued noise which disturbs the comfort and repose of any person within the vicinity.
(3) 
The sounding of any horn or signal device by any automobile or other vehicle for any unnecessary period of time while the vehicle is not in motion, except as a danger signal.
(4) 
The conduct of any permitted business or commercial enterprise which causes loud, disturbing noise earlier than 7:30 a.m. or later than 7:30 p.m. on Monday through Friday or earlier than 8:00 a.m. on Saturday or later than 5:00 p.m. on Saturday and any time Sunday.

(5) 
The operation or propelling of any vehicle, motorcycle, motorboat or launch within the jurisdiction of the Village without an efficient and proper muffler.
B. 
Exception. Nothing herein contained shall be construed to apply to church bells or chimes.

Any persons, person, partnership or corporation who or which commits, takes part or assists in any violation of any provisions of this chapter shall, upon conviction, be subject to a Type A penalty as set forth in § 1-15 of the Village Code.
