It shall be unlawful for any child under the age of 17 years to loiter, wander, stroll or be in or about the streets, avenues, alleys or public places in said Village after the hour of 9:00 p.m., unless accompanied by a parent or other adult person having legal custody and control of said minor.
It is hereby unlawful for any parent, guardian or other person having the legal care and custody of any child under the age of 17 years to allow, suffer, permit or let any such child to go or be in or upon or about any street, avenue, alley or public place within said Village after the time prescribed by § 124-1 of this chapter.

Any police officer, constable or peace officer is hereby authorized to arrest any such minor violating the provisions of § 124-1 of this chapter and, for the first violation thereof, to take such child to his or her home and notify the parents or guardian of such child of the violation of this chapter and the penalty therefor if again arrested. Upon a second violation of this chapter, the parent or guardian shall be subject to a Type A penalty as set forth in § 1-15 of the Village Code.
