From and after the passage of this article is shall be unlawful for any person or persons to throw or deposit upon the cartways of any of the public ways, streets or highways within the limits of the Borough of Adamstown snow, ice, rubbish of any kind, or other materials, in such manner as to impede or hinder the movement of traffic on such ways, streets or highways. Nothing in this article shall be construed as prohibiting the temporary placing of building materials on any of such ways, streets or highways for use in the construction or repair of nearby buildings, in accordance with permission first obtained from the Mayor upon such terms as he may prescribe; no fee may be charged for the granting of any such permission.

Any person violating this article shall be subject to a fine or penalty of not less than $5 nor more than $600, and any person failing to pay such fine or penalty adjudged against him shall be committed to the county prison for a period of not less than five days nor exceeding 30 days.
