The term "the Vehicle Code" when used in this chapter shall mean the Vehicle Code of the Commonwealth of Pennsylvania, the Act of June 17, 1976, P.L. 162, No. 81, as amended.

The term "PennDOT" shall mean the Department of Transportation of the Commonwealth of Pennsylvania.

The term "Chief of Police" and "Police Department" shall mean the duly appointed Chief of Police of the Borough of Hatboro and the Police Department of the Borough of Hatboro.

The term "Borough Council" shall mean the duly elected members of the Borough Council of the Borough of Hatboro, Montgomery County, Commonwealth of Pennsylvania.

The term "Borough" shall mean the Borough of Hatboro, Montgomery County, Pennsylvania.

Words and phrases, when used in this chapter, except for sections or parts to which different or additional definitions apply, shall have the meanings ascribed to them in the Vehicle Code, except that, in this chapter the word "street" may be used interchangeably with the word "highway," and shall have the same meaning as the word "highway" as defined in the Vehicle Code.

The term "legal holidays" as used in this chapter shall mean and include: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and. Christmas Day.

In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.

Although the streets in the Borough run generally in a northeast and southwest and a northwest-southeast direction, for the purpose of this chapter, York Road and the streets running parallel or generally parallel to York Road shall be deemed to run in a north-south direction, and Moreland Avenue and the streets running parallel or generally parallel to Moreland Avenue shall be deemed to run in an east-west direction.
10.
The term "operating hours," when used in this chapter, shall mean the times between which use of a facility or parking lot shall be allowed.

The term "parking lot(s)," when used in this chapter, shall mean an area (areas) either owned or leased by the Borough and not a public street where parking is made available to the public.

The term "parking meter," when used in this chapter, shall mean any mechanical device which is installed for the purpose of regulating parking spaces in the Borough. The term includes, but is not limited to, coin-operated parking meters, centrally located collection systems, and parking kiosks which accept multiple forms of payment.
