There is hereby established a Senior Citizen Advisory Committee for the Borough of Westwood, to be known as the “Senior Citizen Advisory Committee (SCAC)" of the Borough of Westwood.
A. 
The mission of the Senior Citizen Advisory Committee (SCAC) is to provide general recommendations to the Senior Services Program Manager in matters related to Borough services, infrastructure, and social services that are unique to the Borough's senior citizen residents. To promote and encourage seniors to participate in all aspects of community life, to the best of their ability. The Senior Citizens Advisory Committee provides a conduit for information among the Senior Services Program Manager, the senior center and relevant community-based groups. SCAC identifies needs relevant to the senior population such as recreation, transportation, housing, nutrition and medical care, and recommends programs and strategies to implement solutions.

B. 
The purpose of the Senior Citizen Advisory Committee is to advise the Senior Services Program Manager of senior programs to be implemented, and to work with the Senior Services Program Manager to evaluate and make recommendations for any senior citizen opportunities at the request of the Mayor and/or Council. The goal of the SCAC is to assist in championing the issues relevant to the age-friendliness of Westwood.

C. 
The SCAC may modify their mission statement upon the annual reorganization of the Committee and the approval of the Mayor and Council.
A. 
The SCAC shall be made up of as follows: six resident members (age 55 and older), two of whom shall reside in the Westwood House; one member who is knowledgeable in administration and delivery of senior services and may reside outside of the municipality; the Westwood Senior Services Program Manager; and two resident alternates (age 55 and older). The members of the SCAC shall be appointed by the Mayor with consent of the Council in the following manner: three people shall be appointed for a one-year term; three people shall be appointed for a two-year term; and three people shall be appointed for a three-year term. All appointments thereafter shall be for a three-year term. The Senior Services Program Manager term will not expire. One Councilmember shall be appointed annually as the Committee's liaison for a one-year term.

B. 
Any vacancy occurring for any reason shall be filled for the unexpired term by appointment of the Governing Body.
C. 
The SCAC shall organize annually and from its members elect a Chair and Secretary.
A. 
The duties of the SCAC shall be as follows:
(1) 
Advise the Senior Services Program Manager regarding issues unique to senior citizens within the context of the Committee's purpose and mission under § 6-36.

(2) 
Recommend solutions to meet the needs of Westwood's senior and aging residents promoting the ideals and concepts for aging in place.
(3) 
Review existing programs when necessary to ensure events and programs benefit the changing needs of the Borough's senior population.
(4) 
Assist the Senior Services Program Manager in investigating and researching:

(a) 
Subsidies, grants, and/or other aid available in conjunction with the Borough's Grantsperson from federal government, the State of New Jersey, the county of Bergen, and nongovernmental agencies, sources, individuals, corporations, foundations, etc.; and
(b) 
Proposed programs, services, facilities, and activities for the benefit of Westwood's senior citizens.
(5) 
Serve as a conduit of information between the municipal government and the Borough's senior citizens.
(6) 
Perform such other duties as may be requested by the Mayor and Council.
(7) 
Submit an annual report to the Borough Administrator.
B. 
The SCAC shall meet at least eight times a year and shall comply with the Open Public Meetings Act and Open Public Records Act and shall furnish copies of its minutes for posting on the Borough website.
The SCAC shall keep complete and accurate records of its meetings and activities and shall make an annual report to the Mayor and Council, and such other reports as may be requested by the Governing Body.
