The Board of Supervisors of the Township, hereby signifies its intention and desire to organize jointly with the Borough of Springdale, the Borough of Cheswick, the Township of Springdale, an authority under the provisions of the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended.

1. 
In pursuance of said desire and intention and in conformity with the terms and provisions of said Municipality Authorities Act and its amendments, the Township Secretary and the President of the Board of Supervisors are hereby authorized and directed to execute on behalf of the Township Articles of Incorporation for said authority, providing among other things:
A. 
The name of the authority shall be "Allegheny Valley Joint Sewage Authority."
B. 
The authority is formed under the Act of May 2, 1945, P.L. 368, as amended.
C. 
No other authority has been organized under the provisions of this Act or the Act approved the 28th day of June 1935, P.L. 463, and is in existence within any of the above incorporating municipalities.
D. 
The names of the incorporating municipalities are the Township of Harmar, Allegheny County, Pennsylvania; the Borough of Springdale, Allegheny County, Pennsylvania; the Borough of Cheswick, Allegheny County, Pennsylvania; and the Township of Springdale, Allegheny County, Pennsylvania. The names and addresses of the municipal officials of the incorporating municipalities are as follows:

All of whom reside in and are citizens of either the Borough of Springdale, the Borough of Cheswick, and the Townships of Harmar and Springdale.
F. 
The members of the Board of said authority shall be five in number and they shall be apportioned as follows:
(1) 
For the first year the Borough of Springdale, Allegheny County, Pennsylvania, shall appoint a member for five years and a member for one year. The Township of Springdale, Allegheny County, Pennsylvania, shall appoint a member for four years; the Borough of Cheswick, Allegheny County, Pennsylvania, shall appoint a member for a term of three years; the Township of Harmar, Allegheny County, Pennsylvania, shall appoint a member for a term of two years and thereafter each year the Township or Borough whose appointed term shall have one year to run shall appoint a member for a term of five years.
(2) 
Each member of the Board shall be appointed by the municipality which he is to represent on said board. The term of office of any members of the term to be appointed, to succeed any first members of the Board shall be for a period of five years.
G. 
The term of existence of said Authority is hereby increased to the date 50 years from the date of approval by the Secretary of the Commonwealth of Pennsylvania of the Articles of Amendment proposing such increase in the term of the existence of said Authority.

John J. Yute is hereby appointed by the Township of Harmar for the term of two years from January 1, 1960.

The proper of officers of the Township are hereby directed, as required by the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended, to public notice of this Part and of the day upon which said Articles of Incorporation will be filed with the Secretary of the Commonwealth of Pennsylvania, to file Articles of Incorporation together with the Part authorizing the incorporation of the authority and the necessary proofs of publication with the Secretary of the Commonwealth; and to do all things necessary or appropriate to affect the incorporation of the Allegheny Valley Joint Sewage Authority.
