A person commits the offense of allowing snow to accumulate on a sidewalk if he/she as owner or tenant of real estate in the City, having a concrete sidewalk, abutting on said property, permits snow to remain on such sidewalk for a longer period than twenty-four (24) hours after such snow has fallen.

A. 
A person commits the offense of using the streets for repair of motor vehicles if he/she shall repair, work on, or tear down a motor vehicle while on any street or alley within the corporate limits of the City of Gerald.
B. 
Exception. The above provisions shall not preclude the replacing or repairing of a pneumatic tire or to exchange a wheel in case of need of tire repair and to meet the immediate need of an emergency.

A person commits the offense of obstructing streets and sidewalks if he/she obstructs any street, sidewalk, alley or any part thereof.

It shall be unlawful for any person in this City to fail, neglect or refuse to control the runoff of water from the land possessed by him/her, or under his/her management or control, so that an amount of soil, dirt, gravel, rock, sand, trash, filth, or similar material detrimental to or causing a hazard to public users is carried upon a public sidewalk or a paved public street.

A. 
Any person, firm or corporation to whom a building, demolition, or grading permit has been issued shall remove at least twice each working day any mud, dirt, sticky substance, litter or foreign matter of any kind carried into or deposited upon any public street, public sidewalk, or other public way or place of the City by any vehicle, or by the wheels of any vehicle, entering or leaving the site of the project for which the building, demolition, or grading permit was issued. The removal shall be performed once prior to noon, and once at the end of the working day.
B. 
Any landowner involved in building construction, demolition, or grading shall remove at least twice each working day any mud, dirt, sticky substance, litter or foreign matter of any kind carried into or deposited upon any public street, public sidewalk, or other public way or place of the City by any vehicle, or by the wheels of any vehicle, entering or leaving the site of the project of building construction, demolition, or grading. The removal shall be performed once prior to noon, and once at the end of the working day.
