The Greater Valley Emergency Medical Service, Inc., organized
and consisting of Greater Valley Ambulance, Greater Valley Rescue
and Greater Valley Dive Team, existing in the Borough of Sayre, Bradford
County, Pennsylvania, and hereafter known as the "ambulance service"
is hereby designated as an officially recognized ambulance service
for the Borough of South Waverly.
A.
The ambulance service recognized by the Borough of South Waverly
is hereby authorized to provide such services to the Borough of South
Waverly as may be necessary for the protection of property and persons
therein, which includes, by way of example and not of limitation,
the transportation of persons to and from medical facilities and residences,
the extrication of persons from hazardous situations of entrapment,
automobile accidents, medical emergencies, hazardous materials incidents
up to an operations level or other situations.
B.
The ambulance service may also provide nonemergency and public service
functions, such as, again by way of example and not of limitation,
standbys at public and private events such as football games, community
events, marathons and assisting in removal, abatement and prevention
of damage or injury to persons or property, whether through natural
causes or man-made situations.
C.
The ambulance service may also conduct and participate in such training
activities and drills, either in or outside of the South Waverly Borough,
as may be deemed necessary by the officers of the department to maintain
proficiency in providing service.
D.
The ambulance service may also respond to calls and provide services
to municipalities outside of the Borough of South Waverly pursuant
to mutual aid agreements, licensor agreements or legislative requirements.
In addition to actually participating in the activities of the
ambulance service as authorized above, or in going to or returning
from any activity, the members of the ambulance service, recognized
by the Borough of South Waverly, are also authorized to do the following:
A.
Engage in any type of drill, training, ceremony, contest, practice,
test, parade, public education or inspection when duly called for
or authorized by an officer or officers of the ambulance service.
B.
Engage in fund-raising activities for the ambulance service, when
authorized by an officer or officers of the ambulance service.
C.
Engage in the performance of any duty or activity authorized by an
officer of the recognized ambulance service.
The purpose of this article is to recognize the Greater Valley
Emergency Medical Services, Inc., volunteer members for workmen's
compensation purposes.

An individual who is 14 years of age or older who is a member
of a volunteer emergency service organization may participate in training
and emergency service activities except as follows:
A.
A minor may not operate a truck, ambulance or other official fire
vehicle.
B.
A minor may not operate an aerial ladder, aerial platform or hydraulic
jack.
C.
A minor may not use rubber electrical gloves, insulated wire gloves,
insulated wire cutters, life nets or acetylene cutting units.
D.
A minor may not operate the pump of a fire vehicle while at the scene
of a fire.
E.
A minor may not enter a burning structure under any circumstance,
including a training exercise.
F.
A minor may not engage in firefighting activities unless all of the
following apply:
(1)
The minor is 16 years of age or older.
(2)
The minor has successfully completed a course of training equal to
the standards for basic firefighting established by the State Fire
Commissioner and the Department of Conservation and Natural Resources.
(3)
The minor is under the direct supervision and control of the Fire
Chief, an experienced line officer or a designated forest fire warden.
In addition to the limitations set forth under § 33-5, the activities of individuals more than 13 years of age and less than 16 years of age shall be further limited as follows:
A.
An individual who is more than 13 years of age and less than 16 years
of age shall only be permitted to perform the following activities:
B.
An individual who is more than 13 years of age and less than 16 years
of age may not do any of the following:
(1)
Operate high-pressure hose lines except during training activities.
A high-pressure hose line is any water hose used for fire suppression
with a pressure greater than 150 psi, any air hose with a pressure
greater than 100 psi and any hydraulic hose used for rescue tools
with a pressure greater than 1,000 psi.
(2)
Ascend ladders except during training activities.
The Department may prohibit other activities that it deems hazardous
to the health of minors through regulation.
