Council from time to time may provide bins or other containers for the collection of rubbish and may impose such fees for and publish such regulations governing the use of such bins as may, in Council's discretion, be necessary or proper.

It shall be unlawful for any person, firm or corporation to dispose of garbage, which is herein defined as any putrescible waste material, in the rubbish containers located at the Fox Chapel Borough Building, said containers being for the exclusive use of disposing of rubbish as defined in § 298-1 plus furniture and appliances normally accumulated by individual homeowners. Building materials are not included in the definition of rubbish.
It shall be unlawful for any person, firm or corporation to dispose of or place any putrescent waste material in any rubbish container owned by Fox Chapel Borough, located on any Fox Chapel Borough property, including parks, recreation areas or centers, or along any road or street in Fox Chapel Borough.

Any person, partnership or corporation violating any provision of this article, §§ 298-23 and 298-24 hereof, shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and costs of prosecution or, in default of payment of such fine and costs, to undergo imprisonment for not more than 30 days, provided that each violation of any provision of this article and each day the same is continued shall be deemed a separate offense.

Any person not being at the time a resident of the Borough of Fox Chapel who shall place or deposit or attempt to place or deposit or cause to be placed or deposited any rubbish or material of any kind in, upon or near rubbish bins or containers provided by the Borough for the collection of rubbish and other material and any person wherever residing who shall place or deposit or attempt to place or deposit or cause to be placed or deposited any rubbish or material of any kind not generated at a Borough residence in, upon or near rubbish bins or containers provided in the Borough for the collection of rubbish and other material or who shall disobey any regulations published pursuant to § 298-22 of this article shall, upon conviction in a summary proceeding under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000 plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. Upon judgment against any person by summary conviction, or by proceedings by summons on default of the payment of the fine or penalty imposed and the costs, the defendant may be sentenced and committed to the Allegheny County correctional facility for a period not exceeding 30 days. Each entry on or approach to Borough property for the purpose of making or attempting to make such a placement or deposit and each violation of such a regulation shall constitute a separate violation of this section.
