It is unlawful for any person to discharge, allow to be discharged or to place any stones, gravel, mud, dirt, water (other than incidental surface water), leaves, mulch or other substances from private roads, driveways or lands onto any Borough road or any road for which the Borough has maintenance responsibilities, which is classified as a "minor collector road" or any higher road classification as set forth in § 380-19 of the Borough's Subdivision Ordinance (Chapter 380).

The Borough may require any unlawful activity under § 310-14 hereof to be removed or remedied by the owner or occupier of the responsible property, in default of which the Borough may cause the same to be done and collect the cost thereof from said owner or occupier, together with a ten-percent penalty, in the manner provided by law for the collection of municipal claims.
Any person who shall fail, neglect or refuse to comply with any of the terms or provisions of this article or of any regulation or requirement pursuant thereto and authorized thereby shall, upon conviction before any Magisterial District Judge, be sentenced to pay a fine of $1,000 and costs of prosecution and, in default of payment thereof, to imprisonment for a term not to exceed 30 days. Each day that a violation continues shall constitute a separate offense.
The fines, penalties and remedies provided under this article are intended to allow additional remedies to the Borough, and nothing contained herein shall abridge, alter or limit rights of action or remedies available to the Borough in or hereafter existing in law.
