The Board of Aldermen shall elect a Clerk for such Board of Aldermen, to be known as "the City Clerk," whose duties and term of office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.

The City Clerk shall prepare all certificates, qualifications, commissions, licenses, and other official documents which the Mayor is required to issue, and shall attest the same and keep a register thereof. He/she shall keep in his/her office all accounts, books, vouchers, and papers relating to the revenue, debts, and fiscal affairs of the City.

It shall be the duty of the City Clerk to perform any and all other duties as the Board of Aldermen by ordinance, resolution, or motion may direct him/her to perform.

In the absence of the City Clerk, the Mayor shall designate some person to discharge the duties of said office who shall make a temporary record thereof and turn the same over to the City Clerk upon his/her return who shall make a permanent record of the business transacted in his/her absence.

At the end of the term of his/her appointment, the City Clerk shall, without delay, deliver to his/her duly elected successor, all books, papers, documents in his/her office pertaining to the business of the City together with the City Seal and all other matters pertaining to the duties of his/her office.

The Board of Aldermen may appoint the City Clerk to serve in the capacity of Treasurer, which office holder shall carry out the duties of Treasurer as prescribed by Chapter 79.300, RSMo. (1994).
