No motor vehicle, except combination of tractor
and semitrailer, the gross weight of which, including load, is more
than twenty-four thousand (24,000) pounds, and no combination of tractor
and semitrailer, the gross weight of which, including load, is more
than thirty-eight thousand (38,000) pounds, and no motor vehicle having
a greater weight than sixteen thousand (16,000) pounds on one axle,
and no motor vehicle having a load of over six hundred (600) pounds
per inch width of tire upon any wheel concentrated upon the surface
of the highway, said width in the case of rubber tires, both solid
and pneumatic, to be measured between the flanges of the rim, shall
be operated on the streets of this City; provided, a combination of
tractor and semitrailer shall be considered a vehicle of six (6) wheels
for the purpose of computing the distribution of the load.

Whenever, by reason of thawing of frost, or rains, or due to new construction, the streets are in a soft condition, the maximum weights on all vehicles mentioned in Section 390.010, including trucks, tractors, trailers and semitrailers and other vehicles therein mentioned, may be limited by the Street Commissioner to such an amount and in such manner as will preserve the street under such conditions, and said Commissioner shall give due notice thereof by posting notices at convenient and public places along said street or streets or parts thereof which are subject to said regulation and reduction of weights.

It shall be the duty of the Chief of Police or other Police Officer to see that the provisions of Sections 390.010 and 390.020 are enforced, and any Police Officer of the City shall have the power to arrest on sight or upon a warrant any person found violating the provisions of said Sections. The Chief of Police or other Police Officer is hereby given the power to stop any such conveyance or vehicles as above described upon the public street for the purpose of determining whether such vehicle is loaded in excess of the provisions of Sections 390.010 and 390.020, and if he/she finds such vehicle loaded in violation of the provisions hereof, shall have the right at that time and place to cause the excess load to be removed from such vehicle; and provided, further, that the Street Commissioner or any regularly employed maintenance worker of the Street Department shall have the right and authority in any part of the City to stop any such conveyance or vehicle upon the public highway for the purpose of determining whether such vehicle is loaded in excess of the provisions of Sections 390.010 and 390.020, and if he/she finds such vehicle loaded in violation of the provisions thereof, he/she shall have the right at that time and place to cause the excess load to be removed from such vehicle; and provided, further, that the Street Commissioner of this City may deputize and appoint any number of the regularly employed maintenance workers of the Street Department to enforce the provisions of said Sections, and the maintenance workers herein delegated and appointed and the Street Commissioner shall report any violations of Sections 390.010 and 390.020 to the City Attorney for prosecution.
